About the Role

Planate Management Group, a premier trusted partner for planning, design, engineering, asset management, and professional service solutions, is seeking a skilled Civil Infrastructure Manager to join their global team.

The successful candidate will be responsible for designing and managing the architect and engineering (A&E) and construction activities of the USAID recent Health Reform and Recovery Activity to restore health services and reconnect people to care in Ukraine.

Key responsibilities will include leading the efforts to rebuild critical infrastructure, overseeing the project from initiation to completion, and ensuring timely delivery within budget and to a quality standard.

Responsibilities
  • Develop project plans, design, and budget estimates, reviewing and approving technical construction designs, including statements of work and technical building plans.
  • Track and manage project expenditures to ensure projects are within budget and financial goals are met.
  • Conduct site visits to assess project deliverables and monitor project progress, identify deviations from plans, and recommend corrective actions to keep projects on track.
  • Lead coordination with other USAID bureaus/offices and other USG, United Nations (UN), and/or multilateral agencies/donors, particularly in relation to Agency Construction Policies and Construction Risk Management.
  • Manage project risks and issues and take appropriate actions to mitigate them.
  • Ensure all projects follow standard operating procedures, policies, and guidelines.
  • Develop and deliver infrastructure guidance materials such as training, reports, case studies, or other media as needed.
  • Collaborate with stakeholders to identify and establish project goals, objectives, and timelines.
  • Provide leadership and direction to project team members and stakeholders to ensure project success.
Requirements
  • Degree in Civil Engineering, essential.
  • Must have a Professional Engineering (PE) license obtained from the resident country.
  • Preferably can speak Ukrainian.
  • Minimum of 5 years experience in infrastructure design, management, and oversight of related procurement and services.
  • Experience on USAID or other donor-funded infrastructure projects preferred.
  • Strong understanding of USAID standards and regulations for construction.
  • Experience in context-appropriate infrastructure design, management and oversight of the related procurements and services.
