Job Title: Director of Programme Management Office

Job Summary:

The Director of Programme Management Office will lead the delivery of a suite of Accredited Programmes and Structured Interventions within the region. They will provide dedicated leadership and management for a suite of Accredited Programmes and Structured Interventions and Senior Attendance Centres.

Key Responsibilities:

  1. Develop and implement evidence-based practice to reduce re-offending and build confidence in public protection.
  2. Contribute to the delivery of national strategy for Accredited Programmes and Structured Interventions, ensuring regional strategy aligns with HMPPS approach.
  3. Make recommendations based on needs analysis around commissioning and decommissioning of Structured Interventions.
  4. Improve targeting of Accredited Programmes and Structured Interventions, matching service users to programmes through robust suitability and eligibility checks.
  5. Ensure sufficient availability and appropriate scheduling of Accredited Programmes and Structured Interventions, with necessary staffing in place to deliver timely commencements and completions.
  6. Manage partner link worker service.
  7. Undertake quality assurance of service delivery, promoting and supporting quality assurance arrangements framework.
  8. Ensure relevant staff have access to structured professional support.
  9. Improve compliance and attendance through data analysis and service user and probation practitioner feedback.
  10. Ensure compliance with relevant legislative requirements, statutory duties, and health and safety policies.
  11. Develop new and innovative ways of working to adapt to emerging and diverse needs and demand.
  12. Ensure all staff are appropriately trained and undertake continuous professional development.
  13. Ensure delivery meets appropriate standards set by Correctional Service Accreditation and Advice Panel and Effective Interventions Panel.
  14. Maintain up-to-date knowledge of evidence and literature around what works.
  15. Facilitate external scrutiny through Interventions Integrity Framework, Operational and System Assurance Group, and HMI Probation, responding to recommendations.
  16. Work collaboratively with sentence management to support overall management of risk and successful delivery of sentence of the court.
  17. Ensure appropriate engagement or promotional material for sentencers and court staff.
  18. Continuously review internal and external operating environments, identifying and developing suitable partnerships to support Accredited Programme and Structured Intervention delivery.
  19. Ensure appropriate recording systems are in place to quality assure delivery.
  20. Support alignment of Accredited Programme and Structured Intervention delivery in prisons and community.

Requirements:

The successful candidate will have a Probation Qualification Framework Graduate Diploma/Honours Degree in Community Justice integrated with Level 5 Diploma in Probation Practice or a qualification recognised at the time of qualification by the Secretary of State for Justice as per Section 10 of the Offender Management Act 2007.

Working Arrangements:

This is a permanent full-time role with a working pattern of 37 hours per week.

Location:

The role will be based in Greater Manchester, with travel across the region as required.
