About the Role

The Commercial Finance Manager will be a key member of the Commercial function at Building Digital UK (BDUK), driving solutions for connectivity in rural regions of the UK.

  1. The successful candidate will support Commercial Finance activity across BDUK's programmes, including strategy development, contract procurement, and in-life contract and supplier management.
  2. They will engage collaboratively with stakeholders to ensure consistent commercial advice and support is provided to programme teams.
  3. Working collaboratively with colleagues in finance, commercial, project delivery, legal, and senior leadership teams.
  4. The Commercial Finance Manager will support the sourcing process, including bid evaluation, market engagement, prioritisation, and setting expectations regarding timelines, providing clarity over governance and procurement processes, troubleshooting, and ensuring the appropriate collection of data.
  5. They will also support the contract management process, including monitoring, performance management, appropriate management of information, Value for Money (VfM) assurance, contract change requests, and closures.
  6. Supporting project teams to navigate internal approvals/governance processes.

Requirements

Essential Criteria

  • Studying for or hold an Accountancy qualification (CCAB or equivalent) or CIPS qualification.
  • Understanding and/or experience of contracts.
  • Understanding and experience of financial analysis.
  • Strong verbal, written, and numerical skills.
  • Excellent interpersonal skills to engage a variety of stakeholders.
  • Ability to be detail-oriented and a big picture thinker, as appropriate to the situation.

Desirable Criteria

  • Awareness of telecoms marketplace and competition regulations.
  • Awareness of broadband technologies.
  • Experience in contract and/or supplier management.
  • An understanding of public sector procurement procedures and regulations.
