Job Title: Head of Economic Regulation



About the Role:



We are seeking an experienced Head of Economic Regulation to join our team at Smart DCC. The successful candidate will play a critical role in navigating our transition from ex post to ex ante price controls, while also managing the extension of our current license and the appointment of a new license holder.



Key Responsibilities:




  1. Lead on the delivery of DCC's annual price control reviews, ensuring timely and accurate submissions to Ofgem.
  2. Attend the ExCo-level Price Control Risk Committee (PCRC), leading the price control risk assessment process and contributing to the identification and implementation of mitigations.
  3. Develop and implement new in-period processes for monitoring performance, 're-opening' the cost base, and conducting a retrospective 'true-up' of costs at the end of the reporting period.
  4. Engage with the Board, CEO, and ExCo members to provide high-quality briefing papers and support the Director of Economic Regulation in their engagement with senior stakeholders.
  5. Support DCC's engagement with Ofgem in relation to both price control and the changes required to our economic regulatory framework.
  6. Provide expert advice across DCC on the current and future economic regulatory framework, ensuring that the business fully understands the economic regulatory requirements within a regulated monopoly.


Requirements:



The successful candidate will have significant experience in providing strategic advice to senior decision-makers in regulatory businesses or government. They will be able to provide thought leadership for the development of new regulatory regimes and regulatory changes, and advise on how best to achieve the organisation's objectives while operating within the regulatory framework.



The ideal candidate will have excellent communication skills, senior stakeholder management expertise, and the ability to tailor communications to explain complex issues concisely and clearly. They will also have strong leadership and coaching skills, with a proven track record of building relationships and collaborating with government and regulators.
