Job Summary:

As a Subcontract Manager at Raytheon Technologies, you will play a crucial role in contributing to Competitive Tendering and Subcontract Management activity. This position is within our Training Transformation team, delivering elements of Project Selborne, transforming how the Royal Navy is trained.

Main Responsibilities:

  • Responsible for early subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture.
  • Developing procurement strategies, including identifying the appropriate procedure and providing full justification for its selection.
  • Executing procurement procedures and guiding multi-functional internal teams through the process, including scoring moderation.
  • Continually assessing and promoting sustainable and responsible procurement, including social, cultural, and diversity values in the organization and throughout the supply chain.
  • Liaising with peers from other disciplines and businesses and the Functional leadership team.
  • Creating, executing, and managing various subcontract types, using various source selection techniques.
  • Participating in the development of supplier Statements of Work (SOW) and conducting bidders' conferences as required.
  • Performing or supporting cost and price analysis, developing negotiation strategies, and leading negotiations to create value for money outcomes for procuring goods and services.
  • Directing and managing all costs, quality, schedule, financial, and technical performance requirements that are levied on the subcontractor and ensuring performance and support of the contract milestones.
  • Contributing to the creation of business capture strategies by recommending strategic choices to improve the organization's short- and long-term performance.
  • Actively promoting the contributions, so that the function can achieve corporate objectives across the organization, with stakeholders, and with the supply chain.
  • Executing to customer requirements, including government regulations, public law, and Raytheon policies and procedures.
  • Participating in gate reviews and capture/proposal efforts.
  • Utilizing project management skills and techniques when managing suppliers.
  • Evaluating the challenges faced by the program(s)/organization and the supply chains and taking action to mitigate risks and to develop opportunities.
  • Initiating and participating in supplier assessments and development activities.
  • Functional representative at supplier and internal reviews, including Gates, MRBs, and EACs.
  • Producing business cases/briefing materials/resource and materials estimates for management reviews.
  • Participating/leading supplier assessments and supplier development activity teams, including the administration of appropriate due diligence activity.

Candidate Requirements:

  • Experience in Supply Chain, Subcontract Management, Procurement, Commodity, and/or related field.
  • Experience in managing stakeholder groups.
  • Flexible and positive attitude.
  • Able to lead or perform effectively in a multi-functional team.
  • Excellent verbal and written communications and ability to brief at mid-management level.
  • Administration of delivery/acceptance/invoicing of goods and services.
  • Experience in or exposure to negotiating low/medium complexity non-standard agreements, including Service Level requirements.
  • Experience of delivering continuous improvement. Experience of problem-solving and dispute resolution at mid-management level.
  • Experience or knowledge of MRP, SAP, and purchase order placement/material receipt processes.
  • Ability to plan, prioritize, and organize own work, regularly review progress against targets, and plan ahead to identify problems and develop contingency plans.
