About the role

The Finance Department at Central Bedfordshire Council is a key player in shaping the organization's future. As a forward-thinking team, we are committed to continuous improvement and excellence in financial management.

We are seeking a skilled Financial Analyst to join our Adult's Social Care team within the Financial Performance and Support team. The successful candidate will work closely with the Senior Finance Business Partner to develop and implement accounting, budgeting, and financial strategies that drive the Council's medium-term financial strategy, revenue budgets, capital programme, and annual statements of accounts processes.

The key responsibilities of this role include:
  1. Assisting the Senior Finance Business Partner in managing a small team and ensuring that work complies with statutory regulations and organizational policies and objectives.
  2. Providing financial guidance and support to budget holders, particularly in relation to budgetary management, forecasting, savings, and associated matters.
  3. Liaising with and advising budget holders to ensure timely and accurate budget monitoring, forecasting, and the production of quarterly draft financial reports.
  4. Contributes to the Financial Planning processes, advising and recommending solutions to issues that may arise in the production of a Medium-Term Financial Plan.
  5. Providing financial advice, guidance, and support across revenue and capital projects.
  6. Maintenance of accounting arrangements in respect of one or more Service Groups, including the preparation of year-end accounts, provision of financial management information, and the preparation of Grant claims and statutory returns.
  7. Financial appraisal of projects and initiatives, including the effects of new legislation.
  8. Ability to use business intelligence to develop and evaluate financial options.
  9. Preparation of reports to members, briefing notes, and publications on the Council's financial plans and budgets.

About you

To be successful in this role, you will need to have:
  1. CCAB (or equivalent) qualification or working towards qualification, with a drive, determination, and enthusiasm to deliver a high-quality service.
  2. Public sector accounting and budgetary experience, with knowledge and experience of reporting requirements for local authorities.
  3. Staff management experience, with the ability to work on own initiative with limited supervision or direction.
  4. Ability to analyze and interpret information from various sources, presenting the outcome in an appropriate format to meet reporting deadlines.
  5. Extensive knowledge of financial IT systems, with excellent presentation and communication skills, both written and oral.
  6. Systematic approach, with the ability to understand and disseminate complex and detailed technical and professional issues.
  7. Ability to establish and continue good working relationships and work effectively as part of a team.
  8. Ability to work effectively under pressure.
