Job Purpose:

To provide a professional strategic HR service, ensuring up-to-date expert, consistent advice, support, and practice covering all staff. The post holder will be providing expert advice and support in a specific TUPE programme and will be responsible for leading this project. The Business Partner will be an integral member of the divisional top team, supporting all workforce issues and ensuring that the workforce is aligned to achieve the business priorities and objectives.

Duties and Responsibilities:

  1. To lead and deliver on the TUPE of services, coordinating all aspects of the programme, liaising with external and internal stakeholders.
  2. To deliver key HR initiatives and change programmes ensuring that they are delivered in accordance with agreed requirements and in line with required best practice and associated legislative drivers.
  3. To work with workforce colleagues on organisation-wide change programmes.
  4. Develop and oversee the implementation of plans within directorates to improve the people management skills of senior leaders and managers by using measurements of performance, effectiveness, and staff engagement to assess management capability within directorates.
  5. Lead and manage the HR interface with managers and staff in the organisation, providing expert advice and support on employee relations issues.
  6. Liaise with the ER team on Employee Relations matters and manage complex ER cases through advice and coaching.
  7. Identifying appropriate support and measures aimed at improving capability.
  8. Coaching leaders and managers to develop skills and competencies for effective people management.
  9. To lead on the development of annual workforce plans that are reflective of business planning.
  10. Accountable for the effective management of employee relation issues within designated areas of responsibility.
  11. To support the ER agenda by overseeing specific ER activity across the organisation.
  12. To advise and sit on formal hearings for ER cases when required.
  13. Interpret and advise on employment legislation and best practice on Employee Relation matters.
  14. To ensure ER Performance indicators are in place to monitor activity and quality.

Qualifications:

  1. CCAB fully qualified
  2. Master's Degree or equivalent experience
  3. Evidence of CPD
  4. Current member of relevant professional bodies

Knowledge, Experience & Skills:

  1. Expert knowledge of accounting policies and regulations
  2. Knowledge and understanding of strategic NHS issues and priorities
  3. Detailed knowledge of NHS and private sector financial management techniques and regulations
  4. Expert understanding of the NHS financial regime
  5. Three years PQE
  6. Experience of financial management in a complex organisation
  7. Experience of developing effective internal control environments
  8. Experience of development of efficiency improvement programmes
  9. Excellent communication skills
  10. Able to communicate with internal and external senior stakeholders
  11. Ability to present complex, sensitive, and contentious information in a way that is understandable to the reader
  12. Ability to motivate staff to deliver change
  13. Capacity to analyse complex information from a variety of sources
  14. Demonstrate 'lean' thinking on the delivery of financial services
  15. Clear 'business focus'
  16. Able to interpret and provide sound judgement on highly complex issues
  17. Able to manage a multiplicity of targets and objectives
  18. Provide judgements regarding resource allocation where no precedent exists
  19. Required to plan and organise a broad range of complex and technical tasks.
