About the Role:

We are seeking a motivated and experienced Highway Compliance Specialist to join our team in Harrow. As a key member of the Network Management team, you will play a vital role in maintaining road networks to the highest standards.

Main Responsibilities:

  • Oversee inspections, enforce highway regulations, and work collaboratively with partners to deliver safe and compliant street and highway works.
  • Lead daily inspection and enforcement regimes under the New Roads and Street Works Act, the Highways Act, and related safety inspections.
  • Supervise statutory undertakers' works to ensure compliance with Council policies, and the delivery of the Council's Network Management Duty.
  • Represent the Council in public meetings, inquiries, and legal proceedings, providing technical guidance and ensuring compliance.
  • Prepare reports and statements of evidence for legal cases and present findings in court when necessary.

About You:

To be successful in this role, you will have a comprehensive understanding of relevant legislation, including the Traffic Management Act 2004, the New Roads and Street Works Act 1991, and the Highways Act 1980. You will need to have experience in highway enforcement, inspections, and compliance, as well as a proven track record of working in partnership with various stakeholders to achieve objectives.

Key Skills and Experience:

  • Expertise in the New Roads and Street Works Act and Traffic Management Act.
  • Strong knowledge of the London Permit Scheme and highways safety codes of practice.
  • Proven ability to carry out effective inspection regimes and enforcement actions.
  • Experience with managing legal cases, including evidence preparation and court presentations.
