Public Sector Bid Analyst

We are seeking a highly skilled Public Sector Bid Analyst to join our team at Utility People. As a key member of our commercial team, you will play a crucial role in identifying, analysing, and managing bid opportunities from the Official Journal of the European Union (OJEU).

Key Responsibilities:
  • Commercial Material Development: Create, develop, and manage comprehensive and compliant commercial material & documentation to support the sale of power, gas, and energy solutions to public sector customers.
  • Bid Library Management: Establish and maintain an evolving Public Sector Bid Library, ensuring that all bid-related information is up-to-date and easily accessible.
  • Internal Processes and Governance: Ensure that internal bid processes and governance structures are in place and compliant with the Memorandum of Association (MoA).
  • Tender Review and Bid Meetings: Work closely with the wider team to review incoming tenders and bespoke requests, and organise and lead bid meetings and regular progress updates with the Public Sector bid team.
  • Bid Planning and Tracking: Develop and maintain a bid plan, including a schedule of activities, responsibilities, and deadlines, and track and report on the status of submitted bids to senior management.
  • Lessons Learned and Process Improvement: Analyse feedback from successful and unsuccessful bids to identify areas for improvement, conduct post-bid reviews, and capture lessons learned to enhance future bid strategies.
  • Timely Bid Submission: Manage timelines and deliverables to ensure timely submission of bids, ensuring that all necessary documentation is complete and compliant.

Requirements:

  • Proven track record of coordinating the whole bid process.
  • Experience in bid writing and bid management.
  • Proven experience of bespoke writing for Public Sector bids (desirable).
  • Experience working on product documentation, tender responses, and contract agreements.
  • A proven track record of enhancing business processes, tools, and material.
  • Meticulous attention to detail with a strong focus on consistency and accuracy.
  • An innovative mindset with the ability and desire to deliver additional value.
  • Adaptable, creative, and customer-centric.
  • Comfortable with taking ownership and proposing change to management and other stakeholders.

Location: London (3 days in the office and 2 from home)

Salary: up to £45k DOE
