We are seeking a highly skilled Programme Manager to oversee the operation and direction of our Women of Hope-Vine (Progressive Demand Residence) program. The successful candidate will ensure that residents are treated with dignity and respect, and their needs are addressed in accordance with professional standards and regulatory requirements.
Key Responsibilities:- Develop and implement program strategies to ensure conformity with sound social work practice, Catholic Social Services' philosophy, and applicable licensing/accreditation/funding requirements.
- Hold or obtain Personal Care Administrator certification within the first 90 days of employment and maintain ongoing education and training.
- Oversee daily operations, including flexible work schedules and on-call responsibilities, to ensure the smooth running of the 24-hour facility.
- Maintain relationships with DBHIDS, providing necessary programming and fiscal reports, and monitor referrals and census.
- Update and maintain site-based Policy and Procedural Manual, monitor Quality Improvements Initiative standards, and report data to funding and regulatory bodies.
- Guide Social Work Supervisor in matters related to resident care, including intake and discharge.
- Develop programming and pursue funding opportunities to support the program's growth and sustainability.
- Ensure fiscal procedures comply with licensed Personal Care Home regulations and Catholic Social Services' standards.
- Prepare and maintain program budget, including personnel time records, office and travel expenses, security and maintenance of facility, and petty cash.
- Oversee personnel matters, including hiring, termination, and annual performance evaluations, and plan and coordinate new employee orientation and in-service training.
- Directly supervise Social Work Supervisor, Food Service Manager, Residential Coordinator, and Maintenance staff.
- Ensure appropriate staffing to maintain 24-hour coverage and compliance with PCH regulations.
- Establish outcomes for services provided and monitor and revise as necessary, submitting quarterly reports to the Assistant Director.
- Master's degree in social work with at least three years of progressive supervisory and management experience.
- Holds or is able to obtain a certification as a Personal Care Home Administrator within the first 90 days of employment.
- Flexibility of work schedule and excellent organizational and communication skills.
- Knowledge of and sensitivity to issues affecting the client population, including homelessness, mental health, and substance use disorder.
