Job Summary

We are seeking an experienced Education Welfare Officer to join our team at Wiltshire Council. As an Education Welfare Officer, you will play a vital role in supporting the welfare and attendance of children and young people across West Wiltshire.

Main Duties and Responsibilities

As an Education Welfare Officer, you will be responsible for:

  • Providing support and challenge to schools and parents/carers to ensure regular school attendance.
  • Assisting in solving problems that may affect a child's ability to benefit from educational opportunities.
  • Acting as a lead professional as appropriate.
  • Ensuring that the Local Authority properly discharges its statutory duties under the 1996 Education Act and subsequent Education, Child Care and Anti-Social Behaviour Acts in relation to attendance and the Children and Young Persons Act 1993 in relation to child employment and performance licences.
  • Representing the Local Authority and ensuring that the Local Authority properly discharges its statutory duties in relation to permanent exclusions in accordance with DfE guidance and relevant legislation.
  • Attending Primary Emergency Annual Reviews to help prevent permanent exclusions of pupils who have a Statement of Special Educational Needs.
  • Assisting with Governor Training in respect of Permanent Exclusion procedures.
  • Preparing, presenting, and prosecuting court proceedings.
Working within a Legislative Framework

As an Education Welfare Officer, you will be expected to operate within relevant policy, legal, ethical, and professional boundaries when working with children and families. This includes:

  • Effectively delivering all statutory requirements.
  • FOLLOWING local practice standards and protocols.
Supervision and Continual Development

As an Education Welfare Officer, you will be expected to actively engage in individual and group supervision and embed learning in practice. You will also be expected to maintain up-to-date knowledge and skills as required by the role and participate in appraisal and team meetings to contribute to individual and team development.

Person Specification

The ideal candidate will possess:

  • NVQ Level 4 National Occupational Standard (NDS-LDSS) or NVQ 4 in related work with children and families.
  • Extended communication skills.
  • Literacy and numeracy.
  • Negotiation skills.
  • Punctuality.
  • Sensitivity and empathy.
  • Conflict resolution.
  • Analytic ability.
  • Assessment skills.
  • Presentation skills.
  • Ability to develop good relationships.
  • Ability to use the statutory authority in relation to school attendance.
  • Knowledge of child employment and performance licensing law.
  • Computer literacy.
  • Good organisational and time management skills.
  • Able to prioritise caseload and workload.
  • Ability to chair meetings.
  • Interpretation of statutory guidance and policy.
  • Contribution to team development.
  • Knowledge of other agency thresholds of intervention, function, and processes.
  • Risk assessment.
  • Use of methodologies and tools such as restorative justice.
  • Ongoing updating of knowledge of current legislation and statutory guidance.
  • Expert knowledge of DfE relevant legislation and guidance on exclusion procedures.
  • Detailed knowledge of Disability Discrimination Act, Code of Practice for Special Educational Needs, children's rights, race, religion, etc. that may impact on exclusion processes and the fallout thereof.
  • Fluent in English.
