Housing Standards Officer Job Description

We are seeking a highly skilled and experienced Housing Standards Officer to join our team at Rochdale Council. As a key member of our Housing Standards Team, you will play a vital role in delivering a high-quality housing standards service to our residents.

Key Responsibilities:

  • Conduct property surveys and inspections using the Housing Health and Safety Rating System (HHSRS) to identify potential hazards and ensure compliance with housing legislation.
  • Implement reactive and proactive enforcement of housing legislation, including HMO Licensing, Empty Properties, and Landlord Accreditation.
  • Provide guidance and advice to owners, landlords, and tenants on interpreting HHSRS surveys, schedules of work, and legislative requirements.
  • Support the Housing Standards Team Lead and Technical staff in relation to housing standards, including investigating complaints and undertaking service requests.
  • Prepare statutory notices on infringements of housing legislation and assist with carrying out interviews under caution.
  • Conduct investigations and interviews under caution, ensuring the requirements of PACE are met.
  • Undertake reactive and proactive site visits/inspections and take necessary remedial action to ensure compliance with legislative standards.
  • Participate in activities such as Landlord Accreditation Forums and Community Meetings.

Requirements:

  • Recent experience of working as a Housing Standards Officer, HMO, Enforcement Officer, or Licensing Officer, ideally for another Local Authority or Housing Association.
  • HHSRS Qualified would be beneficial.
  • Full knowledge of all housing legislations.
  • Strong IT skills, as you will be using Microsoft Office and Internal Council IT Systems.
  • Excellent people skills, as you will be speaking to the public, other members of staff, and managers.
  • Full UK driving license and access to a vehicle.
