Main Purpose of Role

The Commission Manager will take responsibility for end-to-end service delivery, ensuring client objectives are met through effective cost management. This role involves handling commissions of varying sizes, typically within the £5m to £10m range.

Key Accountabilities

Commission Management:

  • Assist on feasibility studies and write procurement reports
  • Estimate and cost plan, producing and presenting the final cost plan, utilising The Hive
  • Tender and procure, including managing the pre-qualification stage, producing the tender list, producing the preliminaries, tender analysis, producing the tender report, and compiling the contractual documents, utilising The Hive and eTender Platform
  • Conduct contract administration, dealing effectively with post-contract cost variances and change control processes, referring major changes to the line manager
  • Take personal responsibility for making cost checks and carrying out valuations on larger projects, ensuring timely and accurate cost checking and valuation
  • Produce monthly post-contract cost reports via the Cost Control App and present them to the client
  • Input into value engineering
  • Negotiate and agree final accounts
  • Interface with the client, Project Manager, and other consultants at all project stages
  • Work collaboratively with Turner and Townsend's project management team during project delivery
  • Lead a cost management team, ensuring they deliver on all accountabilities
  • Utilise our full suite of bespoke digital cost management tools and services: The Hive, Benchmarking App, CostX, Market Rates App, eTender Platform, and Cost Control App
  • Implement our Embodied Carbon Calculator, a bespoke carbon accounting tool, to produce carbon footprint reports
  • Support the execution of our NewLeaf strategy
  • Manage internal fees, internal job costing, and resourcing requirements

Marketing and Business Development:

  • Identify opportunities to develop new business with existing clients and report such opportunities to the line manager, using the marketing database effectively
  • Develop and maintain a professional network of peers and potential clients
  • Assist in the production of bid documentation
  • Identify ways to improve cost management procedures, templates, and products, referring ideas to the line manager
  • Participate in extracurricular activities, including external groups, networking, and CPD events

Internal Management Accountabilities:

  • Knowledge management: Ensure key information and learning generated from each commission is input into the Turner & Townsend internal database
  • Process improvement: Identify ways to improve internal systems and processes, referring ideas to the line manager
  • Assist in the support, development, and mentorship of junior staff members
Reporting

The Commission Manager will likely report to a Senior Cost Manager or Associate Director.

Key Performance Indicators

A Commission Manager will be assessed by the extent to which:

  • Commissions are managed to the right quality standards and completed efficiently and on time
  • Service delivery on commissions is in line with the conditions of appointment
  • Good relationships are developed with clients and members of the cross-functional team
  • They work as an effective member of the cost management team, including taking responsibility for Assistant Cost Managers
  • Opportunities are identified to develop new business with existing clients
  • Margin levels are kept track of on all commissions
  • Key information and data are effectively cascaded and appropriately retained
