Main Purpose of RoleThe Commission Manager will take responsibility for end-to-end service delivery, ensuring client objectives are met through effective cost management. This role involves handling commissions of varying sizes, typically within the £5m to £10m range.
Key AccountabilitiesCommission Management:
- Assist on feasibility studies and write procurement reports
- Estimate and cost plan, producing and presenting the final cost plan, utilising The Hive
- Tender and procure, including managing the pre-qualification stage, producing the tender list, producing the preliminaries, tender analysis, producing the tender report, and compiling the contractual documents, utilising The Hive and eTender Platform
- Conduct contract administration, dealing effectively with post-contract cost variances and change control processes, referring major changes to the line manager
- Take personal responsibility for making cost checks and carrying out valuations on larger projects, ensuring timely and accurate cost checking and valuation
- Produce monthly post-contract cost reports via the Cost Control App and present them to the client
- Input into value engineering
- Negotiate and agree final accounts
- Interface with the client, Project Manager, and other consultants at all project stages
- Work collaboratively with Turner and Townsend's project management team during project delivery
- Lead a cost management team, ensuring they deliver on all accountabilities
- Utilise our full suite of bespoke digital cost management tools and services: The Hive, Benchmarking App, CostX, Market Rates App, eTender Platform, and Cost Control App
- Implement our Embodied Carbon Calculator, a bespoke carbon accounting tool, to produce carbon footprint reports
- Support the execution of our NewLeaf strategy
- Manage internal fees, internal job costing, and resourcing requirements
Marketing and Business Development:
- Identify opportunities to develop new business with existing clients and report such opportunities to the line manager, using the marketing database effectively
- Develop and maintain a professional network of peers and potential clients
- Assist in the production of bid documentation
- Identify ways to improve cost management procedures, templates, and products, referring ideas to the line manager
- Participate in extracurricular activities, including external groups, networking, and CPD events
Internal Management Accountabilities:
- Knowledge management: Ensure key information and learning generated from each commission is input into the Turner & Townsend internal database
- Process improvement: Identify ways to improve internal systems and processes, referring ideas to the line manager
- Assist in the support, development, and mentorship of junior staff members
The Commission Manager will likely report to a Senior Cost Manager or Associate Director.
Key Performance IndicatorsA Commission Manager will be assessed by the extent to which:
- Commissions are managed to the right quality standards and completed efficiently and on time
- Service delivery on commissions is in line with the conditions of appointment
- Good relationships are developed with clients and members of the cross-functional team
- They work as an effective member of the cost management team, including taking responsibility for Assistant Cost Managers
- Opportunities are identified to develop new business with existing clients
- Margin levels are kept track of on all commissions
- Key information and data are effectively cascaded and appropriately retained
