About the Role

The Leicestershire County Council is seeking a skilled Pregnancy Smoking Cessation Specialist to join our team. As a key member of our Public Health department, you will be responsible for providing time-limited, person-centred smoking cessation support and advice to pregnant women in one-to-one home visits and group settings across University Hospitals Leicester and Leicestershire.

Key Responsibilities
  • To engage with smokers contacting the service and provide an intake and evaluation of their smoking status, willingness to quit, and establish their quit plan appropriately.
  • To assess the needs of people seeking help in relation to smoking, whether quitting, cutting down, or general curiosity, and their reason for seeking help and support.
  • To deliver smoking cessation sessions via one-to-one and group interventions in a variety of settings across University Hospitals Leicester (UHL) and Leicestershire community stop smoking services, utilizing motivational interviewing and behavior change skills with a key focus on maternity services.
  • To engage and provide evidence-based motivational support that empowers the person to take control over their smoking behavior, whether it's to quit, cut down, or make changes to their smoking behavior.
  • To provide clinical advice and support to clients, partners, and other professionals, including engagement work with community and hospital-based midwives and maternity support workers.
  • To plan and deliver stop smoking treatment sessions via one-to-one counselling/interviewing.
  • To keep the Public Health midwife and other relevant partners informed of the overall success and targets of the stop smoking service.
  • To support pregnant women daily to stop smoking by providing them with the necessary support and tools for smoke-free pregnancies and smoke-free homes.
  • To contribute to the overall success and targets of community stop smoking services for Leicestershire.
  • To ensure that data is entered onto the client case management systems for Leicestershire stop smoking services in an effective and timely manner.
  • To promote smoking cessation among UHL partners with a key focus on maternity and neonatal services.
  • To coordinate with secondary care specialist advisors and the Public Health midwife to plan and deliver UHL staff training and engagement as and when required and to contribute to any projects that are maternity related.
  • To agree and document an action plan to address the person's needs, which may include introducing people to relevant self-help resources, community support, or specialist services.
  • To signpost or refer people as appropriate to self-help resources, community support, or specialist services.
  • To build and maintain good working relationships with community staff and organizations and develop new pathways and processes for new groups identified.
  • To manage difficult interactions with people who may have emotional episodes in a tactful and supportive manner, taking immediate action in line with existing policies and procedures when faced with a high-risk situation.
  • To collect, record, and report activity data in line with ethical principles, including respect, consent, confidentiality, and data protection, and to maintain a complete and accurate information system.
  • To contribute to the monitoring of quality and outcomes in order to ensure fair and consistent service provision and to inform future service development.
  • To follow-up people referred/signposted in line with the service specification to assess progress, identify any problems, and determine if further support is needed.
  • To inform the development or streamlining of support pathways to improve their experience and increase efficiency.
  • To provide training to professionals on a rotational basis in line with the service specification.
Person Specification
  • Knowledge of the wider Public Health context of which tobacco control sits within.
  • Knowledge and understanding on national guidance on tackling smoking in pregnancy NICE NG209, SBLCB V3.
  • Knowledge of the barriers people have to accessing services.
  • Understanding of health behavior theory and the approaches/tools that can be used to influence behavior.
  • Good practical knowledge of the various sectors, organizations, and staff groups that provide health and wellbeing support.
  • Awareness of initiatives, guidance, benefits/rights, policy, and/or legislation relating to tobacco products and smoking.
  • Ability to work proactively as a team member to negotiate and implement effective outcomes.
  • Effective communication and listening skills in English, including ability to motivate and influence.
  • Good presentation skills to small and larger audiences.
  • Good levels of numeracy, literacy, organizational, and planning skills.
  • Ability to keep up to date with health and wellbeing policy and practice, including health advice and tobacco control.

Qualifications
  • NVQ Level 2 Understanding Health.
  • NVQ Level 3 Certificate for Health Trainers.
  • NVQ Level 3 in Information, Advice & Guidance.
  • Equivalent qualification NCSCT qualification.
  • Demonstrable experience identified within the section below, including practical experience of advice work in a voluntary or paid setting.
Experience
  • Relevant work in a paid or voluntary capacity with individuals and/or pregnant women and groups.
  • Undertaking in-depth assessments of health needs specific to tobacco use.
  • Providing information, advice, and motivational support to help people identify and address the issue of smoking.
  • Reviewing progress against agreed action plans and evaluating outcomes and other benefits.
  • Helping people in difficulty, showing sensitivity, building trust, and putting people at ease.
