About the Role:

We are seeking a highly experienced Senior Manager – Quality and Contract Management to join our Integrated Adult Social Care Leadership Team at Devon County Council. This pivotal role is essential in delivering strategic leadership and robust quality assurance within the independent market sector, ensuring compliance with the Care Act 2014 and the Adult Social Care Reforms.

Key Responsibilities:

  • Strategic Leadership: Provide enhanced strategic leadership for the Integrated Adult Social Care quality assurance and contracts team.
  • Quality Assurance: Ensure the highest standards of service provision by implementing rigorous quality assurance processes and preventing market failure through effective monitoring and support.
  • Contract Management: Develop and maintain comprehensive contract management policies and procedures to ensure all services meet the required standards and contractual obligations.
  • Stakeholder Engagement: Interface with key strategic stakeholders, including NHS partners and independent sector provider organisations, to foster strong collaborative relationships.
  • Market Intelligence: Lead provider/market intelligence and risk profiling to support market shaping and development, ensuring a detailed understanding of the business requirements of providers and the needs of the population.
  • Policy Development: Develop and maintain the DCC Contract Management Policy, Provider Quality Support Policy, and associated procedures, ensuring they align with statutory requirements and best practices.
  • Crisis Management: Maintain 'step up' capabilities for major events and represent IASC at the South/West Health Protection Network.
  • On-Call Leadership: Oversee IASC senior manager on-call arrangements and interface with DCC corporate Tactical Response Team.

About You:

  • Experience: Proven experience in a senior leadership role within adult social care or a related field, with a strong focus on quality assurance and contract management.
  • Knowledge: In-depth understanding of the Care Act 2014, Adult Social Care Reforms, and CQC inspection regime.
  • Skills: Strong strategic leadership, stakeholder engagement, and policy development skills, with a demonstrated ability to manage complex contracts and ensure service quality.
  • Team Leadership: Ability to lead and inspire a team, working closely with the Principal Social Worker and Safeguarding Adults Partnership.
