Job Title: Subcontract Officer
About the Role:
We are seeking a motivated and self-starting Subcontract Officer to join our team. As a Subcontract Officer, you will be responsible for activities spanning the entire procurement cycle, including negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.
Key Responsibilities:
- Negotiate NDA's and Teaming Agreements
- Create moderate to complex RFP solicitations in accordance with Leidos processes and procedures
- Evaluate supplier proposal responses
- Conduct price and cost analysis
- Negotiate pricing and terms/conditions with subcontractors
- Administer subcontracts of various types and complexity
- Identify and resolve moderate issues and problems on assigned subcontracts and make recommendations to management
- Perform subcontract close-out activities
- Analyse risks and identify risk mitigation
- Act as primary interface between subcontractors and the programs being supported for all subcontracts related issues
- Regularly interact with program management, contracts, project control, finance, business development and with customers as required
Requirements:
- Prior experience with either a Degree or CIPS or alternative qualification
- Experience negotiating terms and conditions
- Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers
- Strong organisational, written and oral communication skills
- Must be able to work independently, establish priorities, and meet deadlines with minimal supervision
- Ability to multi-task and work in a fast-paced environment
- Basic knowledge of English or Scottish Law. Proficiency in word processing, electronic spreadsheet, analysis techniques, and workstation tools
- Attention to detail and problem-solving skills, strong time management skills and the ability to prioritise work
