Job Description

We are seeking a highly experienced and skilled Interim Head of Highways and Transportation to join our client in Swindon on an initial 3 month contract. The role comes with a daily rate of £580-£600 inside IR35.

The successful candidate will have a strong background in highways and transportation, preferably at a senior level, and experience working within the public sector. As the leader of the service, you will be responsible for overseeing the strategic and operational management of all highways and transportation services, including asset management, traffic management, transportation services, and parking.

Main Responsibilities
  1. Provide leadership and direction to a portfolio of transport services aligned with business priorities and financial targets.
  2. Develop and implement a coordinated infrastructure delivery strategy, integrating all areas into long-term planning.
  3. Ensure compliance with policies and legislation by leading statutory and regulatory activities.
  4. Offer expert technical advice on highways, transportation, and flood management to planning applications and development proposals.
  5. Simplify complex legislation and provide strategic guidance to senior leaders.
  6. Manage and deliver statutory compliance across highways and transportation services, incorporating performance monitoring and robust action plans.
  7. Take responsibility for large revenue, staff budgets, and capital investment programmes, ensuring efficient service delivery.
  8. Proactively manage service budgets, forecasting expenditure and ensuring affordable plans align with the annual budget and medium-term financial plan.
  9. Coordinate and manage external consultants and partners, ensuring effective contribution and understanding of roles and responsibilities.
  10. Develop and deliver the highways capital programme and major projects through existing and new contractual arrangements, ensuring oversight and sound financial management.
