Job Summary

We are seeking a highly skilled and experienced Clinical Engineer to join our Clinical Devices Team at Lewisham and Greenwich NHS Trust. The successful candidate will be responsible for providing operational management of medical devices across the Trust, working closely with the Clinical Devices Team to ensure the effective use and maintenance of medical devices.

Main Duties

  • Working to the Trust's rolling 5-year medical device plan, adjusting and prioritizing tasks to meet organizational requirements.
  • Rationalizing the equipment inventory to enforce standardization and remove redundant items.
  • Management of external contracts, including managed equipment services/PFI, lease equipment, and other contracts.
  • Responsible for purchasing designated assets or arranging contracts.
  • Providing advice, contributing to, and writing relevant departmental business cases.
  • Producing complex management reports, which may require skills in negotiation and diplomacy, both internal and external to the Trust.
  • Appraisal and audit of both new and existing service contracts, ensuring that all medical devices have quality maintenance cover where required.
  • Development and maintenance of all work in line with MHRA and ISO quality system requirements.
  • Monitoring and resolving regulatory and CAS alerts.
  • Producing and maintaining documentation relevant to incident investigations and advising on risks.
  • Developing and managing medical devices governance processes and supporting regulatory inquiries.
  • Advising and supporting risk assessment processes relating to clinical devices and decontamination.
  • Assisting wards/departments in implementing Trust policy for clinical device management and training them in its use.
  • Liaising with wards, providing expert advice on the appropriate use of clinical devices.
  • Providing expert advice in relation to medical devices to the Medical Device Team, Trust Management, Procurement staff, and other committees.
  • Identifying the need for new instrumentation or equipment for use in the Trust, producing specifications for items of equipment, for purchase or construction in-house.
  • Working in conjunction with procurement to carry out evaluations of medical devices, engaging end-user feedback, and completing assessments.
  • Working collaboratively to develop and undertake audits to improve the effective use and maintenance of medical devices.
  • Monitoring the effectiveness of related policies and protocols, routinely reviewing, proposing, and implementing changes that may impact beyond one's area of activity.
  • Undertaking audits of wards and other clinical areas on the implementation of the clinical devices policy.
  • Working autonomously to achieve expected results, guided by relevant UK standards and regulations, adhering to Trust policies and values.
  • Performing other duties as required by the line manager.

Specialist Duties

  • Providing expert advice and support on highly specialized imaging technology, equipment, and systems.
  • Conducting evaluations, contributing to technical specifications of systems and contracts.
  • Arranging, monitoring, and managing maintenance and servicing contracts of imaging and other identified items of equipment, regularly holding performance reviews and updating senior managers in the Trust.
  • Involved in medical equipment installation, acceptance, commissioning, calibration, quality assurance, and quality control.
  • Reviewing maintenance reports and external consultancy findings, and supporting the Trust's imaging department with its implementation when required.
  • Leading investigations into medical device performance issues, image quality issues, or any other issues, presenting solutions and implementing remedial actions.
  • Investigating and resolving complex equipment problems, liaising with suppliers and end-users regarding equipment breakdown, and regularly updating senior managers and divisional directors where required.
  • Carrying out or assisting with risk assessments in relation to highly specialized medical equipment.
  • Supporting all RPA services/partners and advisors across all Trust sites.

Managerial

  • Prioritizing and managing one's own work within set parameters, responding in a timely manner to requests for advice and assistance by others, using one's own judgment to prioritize the request against existing workload.
  • Managing tasks and responsibilities associated with any of the duties listed above, supervising staff as required, including trainees.
  • Ensuring efficient and effective use of resources, adjusting plans as required in response to changing demands and priorities.
  • To line manage designated staff, including temporary staff between AFC Band 1-7.
  • To deputize for appropriate Senior staff when required.

Financial

  • To minimize financial costs by safe and effective use of high capital value equipment (in excess of £50,000).
  • Responsible for purchasing designated assets or arranging contracts in excess of £5,000, and to keep within delegated costs.
  • Effective strategic and business management of clinical devices throughout their complete life cycle.
  • Participating in the standardization of all clinical device/equipment purchases, including durables.
  • Analyzing business processes to deliver cost-saving improvements (CIPs).

Teaching and Research & Development

  • To teach and train students, trainee Clinical Engineers/technologists, and new starters.
  • To develop training programs for staff when required.
  • To train clinical staff on the use of medical devices when required.
  • To participate in teaching programs and presentations as and when required by the department.
  • Developing, validating, and implementing new test and analysis methodologies, developing appropriate documentation, and providing training as required.
  • Undertaking research and development, following a program agreed with the line manager.
  • Liaising with clinicians and other clinical staff to provide expert scientific advice and support for clinical research programs.
  • To maintain skills and afford development of practical and theoretical skills required for the post, maintaining professional registration status.
