Job Summary

The Chief Digital Office within Social Security Scotland is seeking a highly skilled and experienced professional to fill the role of Head of Portfolio, Finance. This position will play a critical role in the management of a range of projects across the division, focusing on resource management, workforce planning, and financial expenditure.

Key Responsibilities
  • Engage with senior stakeholders to discuss portfolio, resourcing, and financial matters, ensuring alignment with the Social Security Programme's objectives.
  • Collaborate with other equivalent branches to examine resource levels, agree financial allocations, and prioritize project resource allocation.
  • Build strong relationships with senior leaders from diverse backgrounds to achieve positive outcomes focused on public value.
  • Communicate complex financial information, including capital, revenue, resource, and SAB budgets, to staff without a finance background.
  • Provide financial context and input to business and investment cases, reconciling conflicting budget pressures from multiple branches.
  • Contribute to process and collaboration with senior Branch Heads to agree resource planning and utilization, brokering acceptable outcomes.
Requirements
  • At least 2 years of experience in managing delivery, working in a project or programme assurance function, or team, and overseeing significant budgets exceeding £10M.
  • Experience in workforce planning and modelling at scale (over 200 posts/roles).
  • Experience in significant budget planning for capital, revenue, staff costs, or similar.
  • Experience in overseeing or managing resourcing demands for a business area where professional development and training were critical.
