Job Title: Head of Business Planning

The Counter Terrorism Policing (CTP) network is seeking a highly skilled and experienced individual to lead its business planning processes. As Head of Business Planning, you will play a critical role in ensuring that the CTP network has effective strategies, policies, and plans in place to keep the UK and its interests protected.

Key Responsibilities:
  1. Lead and Manage the Business Planning Cycle: Develop and maintain a framework to reflect corporate policies, strategies, and programmes of national CTP work.
  2. Align Business Planning with Financial and Workforce Planning: Ensure a robust process is in place to align business planning with financial and workforce planning on an ongoing basis throughout each financial year.
  3. Develop and Deliver In-Year Planning: Create an in-year planning mechanism outside of the annual cycle to ensure effective use of underspends or opportunities.
  4. Support CT Heads and Capability Leads: Provide continuous support to CT Heads and Capability leads in identifying problems and opportunities to be considered for business planning processes.
  5. Develop and Deliver Business Plans: Support CT Heads and Capability leads in the development and delivery of business plans in line with strategic priorities.
  6. Close Working Relationships: Develop close working relationships with all HQ pillars, particularly HR and Finance, to deliver prioritised annual workforce plans, budget builds, and transformational change portfolio.
  7. Track and Develop Clear Reporting: Track and develop clear reporting of progress against business plans on a quarterly basis, aligned to strategic priorities and performance.
  8. Provide Network-Wide Perspective: Provide a CTP network-wide perspective to the Head of Strategic Planning, Head of SPP, Director Strategy, and CTPHQ Senior Leadership Team and managers on business planning processes.
  9. Tasking and Directing SPP Business Analysts: Task and direct SPP business analysts to support various elements of the planning cycle and implementation of planning outcomes.
  10. Lead and Support Governance Boards: Lead and support a number of governance boards in support of the business planning cycle, supporting CTP's most senior levels in their responsibility to allocate and oversee the use of CT Grant across the network.
  11. Build Relationships and Embed Awareness: Build relationships and be able to work flexibly with a range of stakeholders across the network to embed awareness and ensure consistent ways of working and high-quality outputs.

This role requires access to sensitive intelligence material on a daily basis. However, in the event that potential conflicts of interest cannot be managed, the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

The starting salary is £57,301, which includes allowances totalling £2,841. The salary is broken down as £54,460 basic salary, which will increase annually until you reach the top of the scale £66,356. Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.
