At the Chartered Institute of Procurement and Supply, we are seeking an experienced Strategic Procurement Leader to oversee the day-to-day operations of our National Procurement Framework.

This role requires in-depth knowledge of both public sector procurement processes and industry regulations. The successful candidate will have strong supplier management skills and be able to work with stakeholders to ensure that our Framework provides optimal value, compliance, and operational support.

The Strategic Procurement Leader will facilitate access for UK National Governments, Local Governments, Transport Authorities, other Public Sector Bodies, and Transport Operators to a full range of sustainable transport services and goods.

Key Responsibilities:

  • Design, implement, and manage Public Sector based Procurement Frameworks;
  • Direct Award and Further Competition based Contracts that support our objectives and ensure compliance with regulatory requirements;
  • Contract Management: Oversee all stages of the contract lifecycle, from negotiation and drafting to renewal and termination;
  • Supplier Relationship Management: Build and maintain strong relationships with suppliers, negotiate terms and secure the best value for us;
  • Market Analysis and Risk Management: Conduct market research to identify supplier options, evaluate competitive pricing, and assess risk;
  • Cost Control and Budgeting: Monitor procurement budgets, review pricing structures, and work to achieve cost efficiencies while meeting quality standards;
  • Policy Development and Compliance: Develop, implement, and enforce procurement policies and procedures to ensure compliance with our standards and industry regulations;

Salary: £45,000 - £55,000 per annum, based on experience.

We offer flexible working arrangements, including opportunities for remote work, 25 days + bank holidays, generous workplace pension contributions, and travel expenses covered in line with our travel policy.

The ideal candidate will have a degree in a relevant discipline, membership or eligibility for Membership of CIPS certification, minimum 3-5 years of experience in Procurement, analytical abilities, communication skills, organisational skills, attention to detail, and be able to work collaboratively across multiple departments and with external stakeholders.
