Job Summary

Amentum is seeking a highly skilled Construction Surveillance Specialist to support a new program in the United Kingdom. The successful candidate will be responsible for monitoring and observing construction workers to ensure the implementation of physical, personnel, technical, administrative, and procedural security measures in compliance with ICD 705 and the Construction Security Plan (CSP).

Key Responsibilities
  • Implement all aspects of security protocols to prevent the introduction of hostile surveillance monitoring devices and ensure OPSEC/INFOSEC practices are followed throughout the construction project.
  • Ensure compliance with ICD 705 requirements and advise the Construction Surveillance Team Lead (CST-TL) of any deviations.
  • Perform construction security administrative functions and surveillance operations, including documenting security infractions and violations.
  • Provide expertise on construction and technical surveillance, including foreign intelligence operations and counter-intelligence devices.
  • Work with the Site Security Manager (SSM) Team to maintain, verify, and validate the list of all workers used on the project.
  • Compile CST documentation records for review and approval by the CST-TL on a monthly basis.
  • Monitor the activities of all foreign national construction workers and personnel on the Secure Construction Site (SCS) at all times.
  • Document construction activities of all persons on the SCS, including SWAs and other construction activities as identified by the CSP or SSM Team.
  • Perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation to ensure all items are free of tampering and identify any anomalies.
  • Identify and document anomalies and variances in finished construction work against the official project construction plans and ICD/ICS requirements.
  • Perform access control functions, including personnel and bag searches, to prevent the entry of unauthorized persons, materials, and equipment.
  • Carry out opening and closing procedures of the SCS each day as directed by the SSM Team.
Requirements
  • CST Certification course (40 hrs.) within the last 5 years.
  • OSHA Safety Course (30 hrs.) or ability to complete this training within 30 days of hire.
  • Demonstrable knowledge of the ICD-705 and applicable SCIF/SAPF standards.
  • Two (2) years of recent experience working as a CST on a Chapter 4 ICD-705 project.
  • Current UK NATO work Visa or the ability to obtain a UK NATO work Visa within 90 days of hire.
  • Active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) indoctrination.

  • Site Security Manager Certification Course (20 hrs.)
  • Cleared American Guard Certification Course (20 hrs.)
  • Experience on ICD-705 projects in the United Kingdom within the last 5 years.

Physical Requirements
  • Able to stand for 8-12 hours per day.
  • Able to walk for 8-12 hours per day with breaks maximum every 3 hours.
  • Able to walk on uneven surfaces and safely navigate an active construction site with debris and other trip hazards on the floor.
  • Must be able to climb 5 flights of stairs multiple times within an 8-12 hour work shift.
  • Must be able to make logical, mentally competent, and safe decisions when working on a construction site.
  • Must be able to lift 50lbs.
