About the Job

We are looking for an experienced Cyber Security Assurance Manager to join our team at Starling Bank. As a key member of our Information Security Risk department, you will play a vital role in supporting and reporting directly into the Head of Information Security Risk.

Key Responsibilities
  • Provide technical assurance and oversight of technology (cyber security, software engineering, and data management) to ensure risks are identified, managed, and escalated appropriately.
  • Lead risk identification and control design efforts for emerging areas such as artificial intelligence.
  • Ensure the operational and cyber resilience of Starling Bank's technology operation through various techniques, including inspection, interview, direct testing, and scripted checks.
  • Perform sound evaluations of issues, incidents, and vulnerabilities, and provide expert opinions to the risk department.
  • Work closely with first-line teams to enhance controls and risk management in line with strategic objectives, regulatory requirements, and evolving threat landscapes.
  • Establish strong relationships with engineers, data scientists, cyber security teams, and leadership.
Requirements

The ideal candidate will have:

  • Experience within a regulated industry, such as financial services or similarly regulated sectors.
  • Ability to assess and test technology control effectiveness throughout the lifecycle from design to implementation and monitoring.
  • Background conducting assurance or audit on application/system risk assessments, preferably including machine learning and artificial intelligence systems.
  • Experience with cloud architecture, threat modeling, simulation exercises, and risk assessments.
  • Prior experience working in a Technology Risk & Control function, preferably focused on emerging technologies.
  • Involved in designing and developing Technology controls, including Information Security, Systems Management, Third-party, and Data Privacy.
  • Familiarity with key technology-related frameworks and international standards, such as ISO 27001, NIST CSF, NIST AI RMF, COBIT, and PCI-DSS.
  • Able to engage directly with engineers, review source code, and test approaches as part of CICD pipelines.
  • Capable of understanding and evaluating findings from penetration testing, vulnerability scanning tools, and auditing patch management.
