Job Summary:
The Rough Sleeper Outreach Team Manager will be responsible for the day-to-day delivery of the Street Outreach service, ensuring that shift patterns and practices are set to ensure that contact is made and sustained with all people sleeping rough in the area.
Key Responsibilities:
- Oversee a team of outreach workers, ensuring that the appropriate assessments and referrals are conducted and that there is an action plan with a clear route away from the street for those rough sleeping.
- Develop performance targets and quality control measures for the work of the team, and monitor team members' work to ensure that these are met.
- Set clear objectives and hold individual supervisions regularly.
- Ensure good communication between staff by holding team meetings regularly, and additional briefings, as necessary.
- Induct new staff and plan the continuing development of existing staff, ensuring that Performance Development Reviews (PDRs) are undertaken.
- Manage the workload of the team to ensure that adequate cover is always provided.
- Ensure the health and safety of team members, including implementing procedures for office safety and the use of computer equipment, and lone working policies.
- Define and review the roles of staff to ensure they support the project's aims and objectives.
- Develop an accurate picture of the number of people sleeping rough in the area and the locations where there is good reason to believe that people may be sleeping rough.
- Develop shift patterns and practices that reflect the rough sleeping patterns and subgroups in the area, including early mornings, day, late nights, and at weekends if required.
- Support the team to contact people potentially sleeping rough and verify rough sleeping, developing a proactive working relationship with those individuals found to be rough sleeping.
- Responsible for the assessment of the team and the needs of people sleeping rough in the area.
- Actively monitor CHAIN records, ensuring that each contact and assessment is recorded in accordance with the CHAIN recording guidance.
- Maintain constructive working relationships with other departments within the organization.
Requirements:
- Experience of taking a lead in developing street or community outreach services, supervising and motivating a staff team, and supporting and coaching skilled outreach practitioners and volunteers.
- Experience of delivering and administering an assertive case management approach and motivating complex and diverse client groups to engage with support.
- Ability to broker relationships with services and develop pathways to enable clients to make and sustain positive change.
- Ability to work as part of a management team and initiate and maintain effective working relationships with colleagues, clients, the community, the police, and other external agencies.
- Knowledge of the services and legislative environment regarding housing, health, work, and immigration as it relates to homeless people.
- Ability to record and report work to a good standard, using IT systems as well as written records.
