Job Purpose:
Elexon has been appointed by Ofgem to deliver the Market Facilitator role. This role is responsible for leading stakeholder engagement and communications with key stakeholders for the Market Facilitator. The successful candidate will develop a clear communications and engagement plan for the role, work with stakeholders, and manage the transition of work from Open Networks for the Market Facilitator.

Key Responsibilities:
1. Develop and manage a clear stakeholder engagement strategy and programme for the Market Facilitator.
2. Lead the development of short and long-term plans for all communications and engagement activities necessary to support the achievement of our Market Facilitator objectives and priorities.
3. Establish key performance indicators and measures to monitor progress and delivery for stakeholder engagement activities.
4. Represent Elexon as a key external contact, working with the Head of Flexibility and wider Elexon team to deliver the communications and engagement plan.
5. Act as the key contact for a wide range of stakeholders, delivering all internal and external communications around the Market Facilitator role.
6. Build relationships with distributed flexibility stakeholders, through clear and consistent communications, supporting to build internal knowledge of their individual needs and broader challenges.
7. Plan, coordinate and deliver events, workshops and meetings as part of stakeholder engagement activities.
8. Develop key external messaging including corporate presentations, slide decks, speeches and thought leadership from the CEO, Executive and senior leadership.
9. Work alongside Elexon Code Management, Market Design and Legal teams, to support their communications needs and gather updates to share with wider stakeholders.

Capabilities and Competencies:
1. Experience in leading the development and delivery of stakeholder engagement programmes for a wide range of diverse stakeholders with different needs, to drive alignment.
2. Sound understanding of Distribution Network Operators, flexibility service providers and the GB energy market.
3. Experience of gathering and sharing insight to inform strategic engagement planning.
4. Proven ability to set direction and coordinate with others internally to deliver stakeholder engagement programmes at pace.
5. Experience in building strong relationships with external stakeholders and using them to deliver clear outcomes.
6. Experience in measurement and evaluation; setting objectives and using learnings to adapt stakeholder engagement approaches.
7. Experience in championing new ideas and innovation to improve outcomes.
8. Ability to write clear and concise communications appropriate for different audiences and channels.
9. Experience in planning and delivering complex communications programmes, as part of a multi-disciplinary project team.
