Senior Financial Accountant

Job Summary:
We are seeking a highly skilled Senior Financial Accountant to join our team at CRA GROUP LIMITED. The successful candidate will be responsible for the strategic planning and implementation of financial accounting and reporting processes, ensuring compliance with relevant regulations and standards.
Key Responsibilities:
- Oversee the closure of accounts process, directing resources to produce the statutory Statement of Accounts and other related returns.
- Develop and maintain financial standards and compliance, working closely with the Head of Corporate Finance.
- Provide technical advice on VAT reporting and compliance, acting as the key point of contact with external stakeholders.
- Lead the implementation of new accounting standards and best practices, ensuring the Council's financial systems are up-to-date and compliant.
- Manage external auditor interactions, coordinating requests for information and ensuring timely responses.
- Develop and deliver financial training to staff on accounting requirements and standards, including VAT.
- Coordinate the Council's fees and charges, ensuring clear and accurate VAT treatment.
- Set the strategy for VAT compliance, reporting matters to the S151 Officer and advising the Council on VAT matters.
- Develop and maintain financial procedures, including the financial vetting of contractors.
- Provide financial advice to the Head of Corporate and Director of Finance on accounting treatment and VAT matters.
- Ensure the use of the MS Dynamics 365 finance system is correct, reflecting proper accounting practice.
- Ensure Asset Accounting processes and reporting regimes comply with regulations, including IFRS16 leases.
- Maintain the Council's controls over banking, overseeing cash books, bank reconciliation, and cashier colleagues.
- Lead the online BACs payment system contract and administration of the Council's online banking system.
- Support treasury management activities, checking daily transaction proposals.
- Lead the annual closing of the HRA account, understanding the impacts of the 30-year HRA business plan.
- Provide clear leadership to deliver the Council's strategic priorities and meet financial targets.
- Update and advise Elected Members on operational and policy issues in relation to Finance services teams.
- Lead Finance teams, promoting a flexible and responsive culture, high employee engagement, and wellbeing.
- Undertake representational and communication duties, promoting the Council's interests in specialist areas.
- Create, monitor, and review performance measures and quality standards for service delivery.
- Function as an ambassador for the Council, promoting its vision, strategic aims, and values.
- Value diversity, ensuring equality of access and treatment in service delivery and employment.
- Function as a role model for the Council's vision and values, promoting continuous improvement and innovation.
- Ensure Finance services place a high value on customer responsiveness, demonstrating a commitment to meeting and involving service users.
- Support the delivery of the Council's key strategic aims and objectives, ensuring understanding and commitment from Finance staff.
- Support Corporate and Directorate transformational change programmes, maximising efficiency and achieving better outcomes.
- Ensure flexibility in reacting to the needs of the Council, its customers, and partners, supporting a culture of continuous improvement.
- Ensure compliance with relevant legislation, the Council's standards of conduct, organisational policy, and professional codes of conduct.
Requirements:
- Extensive knowledge of latest financial accounting standards and highly skilled at interpreting them.
- Extensive experience and knowledge of VAT, its application, and implications on courses of action.
- Substantial managerial experience and skills gained at a senior level, including contributing to corporate management.
- Significant knowledge and experience of the development, agreement, and delivery of service plans.
- Sound understanding and practice of multidisciplinary working.
- Demonstrable experience of the effective deployment, continuing development, and supervision of professional and other staff resources.
- Proven track record of establishing and managing partnerships/external stakeholder relationships.
- Change management experience at a lead and influence level.
Additional Information:
- Fully qualified CCAB Accountant with experience of working in a complex organisation.
- This post will be required to work across legacy council offices for meetings etc.
