Job Summary

This is a part-time, permanent position at Lancashire County Council. The successful candidate will be responsible for operating and maintaining the Household Waste Recycling Centre (HWRC) in Skelmersdale.

Key Responsibilities
  • Meet and greet customers, providing advice on the use of the facility and waste disposal.
  • Assist customers with depositing their waste, ensuring that it is properly sorted and disposed of.
  • Maximize waste separation for re-use and recycling by separating and retrieving re-usable or recyclable waste.
  • Provide customers with information on re-use and recycling, including details on what happens to collected materials.
  • Implement council policies through direct engagement with customers, including dealing with difficult situations.
  • Process payments or charges for specific waste disposal services.
  • Conduct site maintenance activities and ensure that working areas are kept tidy and compliant with quality, environmental, and health and safety standards.
  • Operate specialist mechanical plant and compaction equipment.
  • Assist in the running of re-use shops and other re-use activities.
  • Support the Site Supervisor in delivering aspects of their role, routinely in their absence.
Requirements
  • Ability to follow instructions and communicate accurately and professionally with customers.
  • Ability to operate basic mobile or mechanical plant.
  • Commitment to providing high levels of customer service and a commitment to health and safety.
  • Ability to work on Bank Holidays as standard or in rota, irrespective of whether the Bank Holidays fall on their normal working day.
  • Ability to undertake basic competency qualifications and be trained in the operation of any mobile or mechanical plant associated with the role.
  • Ability to work at other operational facilities within a reasonable distance of their specified facility as required.
Working Conditions

The role will involve comprehensive interaction with customers and the HWRC operatives must have good communications skills, the ability to deliver high levels of customer service, and a desire to represent the council in a friendly and personable manner.

The role is carried out almost entirely outdoors, and the post holder will be required to actively assist customers with their waste, which may involve helping them to lift heavy items into containers or carrying waste items up and down steps.

Committed to the recycling and re-use of waste, the HWRC Operative will actively separate waste items for recycling and re-use.

Additional Requirements
  • The post holder will be required to work on Bank Holidays as standard or in rota, irrespective of whether the Bank Holidays fall on their normal working day.
  • The post holder will be required to undertake basic competency qualifications.
  • The post holder will be required to be trained in the operation of any mobile or mechanical plant associated with the role and operate that plant as a daily duty.
  • The post holder will be required to work at other operational facilities within a reasonable distance of their specified facility as required.
