We are seeking a highly skilled and experienced Contract Officer to join our team at Manchester City Council. As a key member of our Highways Service, you will play a crucial role in the management of our street lighting contracts, ensuring that our assets are maintained to the highest standard.

Key Responsibilities
  • Manage the quality and performance of contractors, ensuring that they meet the required standards.
  • Develop and implement business cases for contract approvals, ensuring that they are aligned with our strategic objectives.
  • Manage the procurement and delivery of public lighting maintenance repairs and new installations, ensuring that they are completed on time and within budget.
  • Liaise with stakeholders, including councillors and other external partners, to ensure that their needs are met and that our services are delivered to the highest standard.
  • Manage the performance of our street lighting contracts, ensuring that they are delivering value for money and meeting our strategic objectives.
  • Ensure that all works are coordinated appropriately, and that our assets are maintained to the highest standard.
  • Manage the Street Lighting PFI Contract, ensuring that it is delivering value for money and meeting our strategic objectives.
  • Develop and implement performance reporting and quality checks, ensuring that our services are delivered to the highest standard.
  • Agree new installations and manage the associated budgets, ensuring that they are aligned with our strategic objectives.
  • Manage the LED contract, ensuring that it is delivering value for money and meeting our strategic objectives.
  • Develop and implement technical references for all street lighting, ensuring that they are aligned with our strategic objectives.
  • Manage and maintain non-PFI related street and sign lighting, ensuring that they are delivered to the highest standard.
  • Manage the PFI lighting budget, ensuring that it is aligned with our strategic objectives.
  • Develop and implement technical checks for new installations, ensuring that they meet the required standards.
  • Manage the Street Lighting Engineer, ensuring that they are delivering value for money and meeting our strategic objectives.
