Job Summary:

Hampshire County Council is seeking a highly skilled Flood and Water Management Engineer to join their Flood and Water Management team. The successful candidate will lead on the review of major planning applications and provide technical advice across the team.

About the Role:

The Flood and Water Management team sits within the Universal Services Directorate and works closely with colleagues from Highways, Planning, Ecology, and Engineering to undertake Hampshire's statutory planning roles. The team investigates flooding incidents across the county and liaises with other Risk Management Authorities to create Hampshire-wide Flood Management Plans.

The successful applicant will be responsible for reviewing major planning applications, providing technical advice, and communicating FWM advice and guidance internally and externally. They will work closely with investigation officers, Ordinary Watercourse Consent officers, and FWM project managers to surface water issues and brief senior officers and elected members.

Key Responsibilities:

  1. Lead on the review of major planning applications to discharge the Statutory Consultee role.
  2. Provide technical advice across the team on flood risk assessments and surface water issues.
  3. Communicate FWM advice and guidance internally and externally through letters, leaflets, the FWM website, and press releases.
  4. Work closely with investigation officers, Ordinary Watercourse Consent officers, and FWM project managers to surface water issues and brief senior officers and elected members.

Requirements:

The successful candidate will have technical experience in the Flood and Water Management sector, with experience in reviewing and undertaking flood risk assessments. They will also have a basic knowledge of local government and be comfortable communicating with members of the public about emotive issues. Excellent communication skills and a willingness to learn and develop new knowledge are essential.
