Job Description

We are seeking an experienced Senior Civil Engineer - Tender and Estimator to join our team. As a key member of our estimating department, you will be responsible for collaborating with operational leads to define project scope and develop appropriate budgets for capital expenditure on new projects.

You will coordinate, compile, and manage a portfolio of clean and wastewater tenders as part of our Design and Build Contracts. Your role will involve producing technically competent, financially viable, and competitive tender packages. You will also liaise with internal and external departments throughout the tender process.

You will work closely with our team, supply chain, sub-contractors, and clients to build and maintain relationships throughout the tender process. Your expertise will be utilized to prepare cost-effective, value-engineered, competent, and compliant tender outline designs and quotations.

You will specify the necessary materials and resources required to complete the design construction and installation of each project. Additionally, you will attend site visits, site surveys, and pre- and post-contract client meetings through to contract award where applicable.

You will present and provide updates to clients on tender development during the tender process either on calls or face-to-face. You will communicate project budget parameters to the management team to aid in planning and design.

You will work with designers and construction teams to identify value engineering opportunities to help realize the design team's intent in a more cost-effective fashion. You will assist project managers in the review and qualification of bids.

You will establish and maintain relationships with contractors and vendors. You will perform ad-hoc cost estimates to support new initiatives and business development.

You will prepare conceptual, feasibility, pre-design, value engineering, control, definitive, and final engineer's estimates for major schemes. You will analyze plans, bills of quantities, and other project documentation to build estimates for all project costs.

You will research, source, negotiate, and obtain the best prices and quotes from suppliers and subcontractors. You will produce base and on-cost pricing from first principles as part of the tender exercise.

You will provide risk assessments of schemes, whole-life costs assessments, total/capital expenditures, and cash flows knowledge. You will support finance and commercial teams with necessary cost breakdowns required for negotiations.

You will assess financial, technical, and operational risks of each project and present this to the team on regular updates through the tender process. You will analyze data that can affect costs such as currency exchange rates and the company's productivity rates.

You will stay aware of the latest construction technologies and keep up-to-date with the latest regulatory and legislative requirements. You will assess risk levels associated with a project.

Requirements

We are looking for a candidate with a civils engineering background, experience with NEC Contract, and awareness of estimating small to major civils structures, preferably larger clean and wastewater complex schemes.

A strong awareness of the balance of risk and profit is essential. You should have a strong commercial understanding, excellent attention to detail, and experience with Microsoft Office and P6 or Microsoft Project planning software.

You should be able to work under pressure and prioritize tasks in line with deadlines. Experience as an estimator or similar role is highly desirable.
