Job Summary

We are seeking a highly skilled Business Manager to join our team at the Ministry of Housing, Communities and Local Government. As a key member of our Private Rented Sector (PRS) Directorate, you will play a vital role in driving effective financial management and embedding finance and public value at the core of our decision-making process.

Key Responsibilities
  1. Manage the day-to-day finance responsibilities for the PRS to ensure efficient and effective operation.
  2. Analyse financial data to identify risks and potential over/under spend, and alert Senior Members of PRS accordingly.
  3. Discuss potential overspend/underspend with Policy Leads/Senior Members of PRS to inform decision-making on budget allocation.
  4. Act as the first point of contact for finance-related queries, budget position, and potential spend.
  5. Manage quarterly meetings with HMCTS colleagues to scrutinise spend and ensure alignment with our financial goals.
  6. Reconcile spending/forecast, revised variances, and manage accruals.
  7. Review and update the PRS revised budget spreadsheet and finance forecast sheet.
  8. Prepare monthly forecast commentary and returns for director sign-off.
  9. Manage central requests for information/figures and provide clear instructions to policy leads as required.
  10. Draft and assist with ad-hoc finance requests, managing business trackers and commissions.
  11. Provide MI/data to support colleagues in fulfilling their roles.
  12. Assist the Division with business cases, developing and driving them forward.
  13. Lead on the Division's Spending Review, Business Planning returns, and other HMT commissions.
  14. Deputise for Finance G7 as necessary.
Person Specification
  • Excellent oral and written communication skills, with confidence in explaining complex information to non-specialists.
  • A willingness to proactively build relationships with external stakeholders.
  • Excellent Microsoft Office skills, particularly in Microsoft Excel, to record, manipulate data, and showcase data in easy-to-understand tables and graphs.
Desirable Criteria
  • Previous experience in managing a budget portfolio would be beneficial in this role.
  • Experience in engaging with stakeholders.
  • This role could be beneficial to someone working towards accountancy qualifications (CIMA/CIFA/ACCA, etc.) but is not essential.
