The Secretary of State for Health is mandated to advocate for research and the application of research findings, overseeing the health and care research framework in England in collaboration with various stakeholders within the research community.
Launched recently, the NIHR Research Delivery Network (RDN) is designed to bolster the nation's exceptional research infrastructure, ensuring the delivery of high-caliber research. With a contract value of approximately £430 million, the RDN builds upon the achievements of the NIHR Clinical Research Network (CRN), employing personnel across all health and care environments to facilitate the efficient initiation and execution of research. The NIHR RDN functions as a unified entity throughout England, comprising 12 Regional Research Delivery Networks (RRDNs) and a central Coordinating Centre (RDNCC).
Role Responsibilities
This position will spearhead the execution of the national transformation initiative that supports the transition from the NIHR CRN to the RDN, ensuring the achievement of the RDN's strategic goals and compliance with the contract with the NIHR RDNCC.
Collaborating closely with stakeholders from DHSC, NIHR, and the broader research community, the incumbent will also facilitate the adoption of recommendations from the Lord O'Shaughnessy Review, contributing to the long-term vision for clinical research delivery in the UK.
This role offers a distinctive chance to shape the research landscape through a comprehensive change program aimed at revolutionizing the future of clinical research in the UK.
Candidate Profile
- Lead the Science Research and Evidence Directorate at DHSC in executing the national transformation initiative that supports the transition from the NIHR CRN to the RDN, ensuring the fulfillment of the RDN's strategic objectives and contractual obligations with the NIHR RDNCC.
- Oversee the implementation of the RDN operational framework and strategy, providing strategic policy guidance to ensure its evolution in support of research across the health and care sectors.
- Work collaboratively with the RDN Board and various stakeholders within the research ecosystem to foster the development of the national clinical research delivery workforce across diverse settings.
- Serve as the primary liaison for the Science Research and Evidence Directorate at DHSC, contributing to governmental initiatives aimed at enhancing the setup and execution of clinical research activities through the RDN, particularly focusing on expediting the initiation of commercial studies.
- Lead strategic engagement efforts to advance the development of the RDN, managing a complex network of relationships with stakeholders across the clinical research community, including NHS R&D and industry partners.
- Drive the creation of a new national funding framework to support research delivery across all care environments.
- Provide leadership and expertise related to the RDN in DHSC transformation initiatives, encompassing data and digital programs as well as the Research, Resilience, and Growth (RRG) program.
- Prepare regular briefings (both written and verbal) for Ministers, senior decision-makers in Whitehall, the Life Sciences Council, and other high-level officials as necessary.
- Supervise a team of professionals, including some line management duties, to coordinate the RDN transformation initiative, ensuring alignment with the vision and strategy while collaborating closely with the DHSC Science Research and Evidence Directorate.
Essential Skills and Experience
Required:
- Exceptional written and verbal communication skills, with proven experience presenting to senior stakeholders within government departments, the NHS, or academic institutions.
- Strong interpersonal skills, adept at stakeholder management and influence, capable of effectively leading teams across various organizations to achieve objectives.
- Experience in formulating and executing strategies, with the ability to adapt plans and resolve complex challenges swiftly.
- Robust analytical and reasoning abilities, demonstrating proficiency in synthesizing information and evidence from diverse sources to inform policy recommendations.
- Capability to establish credibility with external stakeholders, such as NHS R&D and the life sciences sector, with experience in collaborating with or within the NHS, pharmaceutical, biopharma, or HealthTech sectors to develop, deliver, or manage research.
- Comprehensive understanding of the UK research landscape, with experience engaging with senior figures in relevant sectors including NHS, academia, industry, charities, and/or research funding bodies.
Desirable Skills and Experience
- Experience in significant program and project management, including budget oversight.
- A scientific background with substantial experience in research commissioning and/or management.
- Familiarity with international ethical, scientific, and practical standards for conducting clinical research, along with the regulatory and governance frameworks applicable in the UK.
- Understanding of the factors influencing commercial study placement in a competitive global environment.
- Knowledge of the roles of the MHRA, HRA, and other regulatory bodies in ensuring and facilitating effective research delivery.
Your primary workplace will be your contractual primary location, typically either London or Leeds. Within DHSC, we promote non-contractual hybrid working arrangements. Currently, the expectation is that a minimum of 60% of your working hours will be spent in the office to foster in-person interaction and collaboration, enhancing teamwork, learning, and support.
During the application process, you will be asked to indicate your location preference. Please note that this role is exclusively available for candidates located in the UK, and some travel may be necessary across the DHSC estate.
Opportunities for remote work may be available; other flexible working arrangements can be discussed with the hiring manager based on individual circumstances and business needs.
There are a limited number of DHSC colleagues with existing homeworking agreements resulting from the Our Future Estate Programme. Colleagues under these arrangements are eligible to apply for this role while maintaining their current homeworking conditions. Occasional travel to DHSC offices or other locations may still be required based on business needs. Travel and subsistence will be provided in accordance with pre-agreed homeworking arrangements.

Compensation and Benefits
In addition to a salary of £66,832, the Department of Health and Social Care contributes £18,044 towards your membership in the Civil Service Defined Benefit Pension scheme.
