The Morgan Law team is seeking a highly skilled Deputy Chief Financial Officer to provide additional capacity to support the delivery of the NHS Trust's financial plan for 2023/24 and the implementation of its medium-term financial recovery plan.

The postholder will work closely with the Chief Financial Officer, other Executive Directors, and key staff, including the Trust's Senior Finance Team, Project Management Office (PMO), and Divisional operational management teams in the following areas:

  • Financial Position and Forecasting: Ensure a clear and robust understanding of the Trust's financial position and forecast outturn, identifying key drivers and risks, actions, and mitigations with relevant stakeholders.
  • Efficiency Savings and Reporting: Work with the Finance Team and PMO to ensure clear and consistent reporting of efficiency savings (Cost Improvement Programs), including links to the overall Trust financial position and forecast outturn.
  • Productivity and Efficiency Opportunities: Collaborate with PMO and Divisional leads to identify and work through additional efficiency opportunities, utilizing relevant benchmark data and tools, such as the Model Hospital.
  • Financial Risk Management: Support the CFO to oversee the program to monitor and manage financial risks and mitigations, to deliver the Trust's revenue financial plan. Ensure that robust action plans are in place to ensure that efficiency targets are met and actions are taken to mitigate income and expenditure risks.
  • Workforce Optimization: Work with relevant key stakeholders, including the Chief Operating Officer and Chief People Officer, to identify and implement actions and controls to reduce bank and agency headcount and expenditure (target 50% reduction).
  • Medium-term Financial Recovery Plan: Support the CFO in developing the medium-term financial recovery plan and liaise with key stakeholders at the Integrated Care Board and other key system stakeholders.

The postholder will have no direct line management responsibilities but will work alongside and receive support from the substantive Deputy CFO and the Senior Finance Team.
