An exceptional opportunity has emerged for a seasoned operational leader to step into the role of Assistant Chief Operations Officer. Collaborating closely with the Chief Operations Officer, this position will oversee the daily execution and administration of operational services throughout the integrated Health Board. This role is pivotal in the establishment and leadership of our innovative Clinical Care Group Structure.
Key Responsibilities
The ideal candidate will possess extensive experience in senior operational management, demonstrating a steadfast commitment to enhancing the quality of care for our patients, community, and workforce. A proven history of driving quality improvements and performance across diverse services while ensuring cost-effectiveness is essential. You will excel in fostering relationships both internally and externally that facilitate rapid improvement and transformation. You should be adept at assuming accountability for performance metrics and collaborating as part of a senior leadership team. The scope of this role is comprehensive, encompassing the entire operational delivery spectrum. You will have the authority to act in the capacity of Chief Operations Officer when necessary.

About Hywel Dda University Health Board
Hywel Dda University Health Board is responsible for the planning and provision of NHS healthcare services for the populations of Carmarthenshire, Ceredigion, Pembrokeshire, and surrounding areas. Our dedicated team of 12,000 staff delivers a wide range of services, including primary care, community health, hospital care, mental health, and learning disabilities support, serving approximately 384,000 individuals across a significant portion of Wales.
Our services are delivered through:
- Four major hospitals: Bronglais General, Glangwili General, Prince Philip, and Withybush General;
- Seven community hospitals located in various regions;
- A network of general practices, dental practices, community pharmacies, and health centers;
- Specialized mental health and learning disabilities services;

Qualifications and Expertise
Essential Qualifications
- A master's level qualification or equivalent experience in senior management;
- A post-graduate management qualification or equivalent experience;
- Evidence of ongoing management and personal development;
- A project or program management qualification or equivalent experience;
- Comprehensive understanding of healthcare strategies, policies, and current priorities.
Required Experience
- A substantial portfolio of experience in a senior role within a large, complex organization;
- In-depth knowledge across various disciplines, including general management, financial oversight, business planning, governance, clinical strategies, and performance, gained through specialized training or extensive experience;
- Significant experience in planning, developing, influencing, and executing strategies, along with a proven track record in strategic and operational management;
- Extensive experience utilizing performance management processes;
- A history of implementing service improvements, transformational changes, and delivering large-scale projects;
- Significant experience in staff management and collaboration with trade unions, partner organizations, and the public to facilitate change;
- Proven ability to achieve objectives against challenging performance targets while supporting others in contributing to these goals.
