Legislative Strategy Advisor

Job Overview
The Ministry of Housing, Communities and Local Government is seeking to recruit up to three Higher Executive Officers (HEOs) to become integral members of the Deputy Prime Minister's Policy and Strategy Unit. This is a pivotal moment to join a team dedicated to a comprehensive agenda that aligns with the government's strategic objectives. Our mission is to ensure that all departmental initiatives resonate with the Deputy Prime Minister's priorities, facilitating progress by identifying key opportunities and challenges, aligning resources effectively, and managing a robust legislative agenda.
The ideal candidates will be part of a dynamic and high-achieving team. We are looking for motivated, proactive individuals who thrive in a fast-paced setting, possess a broad perspective, and demonstrate strong political acumen. This role offers a unique opportunity to influence early policy directions, manage a significant legislative agenda, and prepare the department for upcoming fiscal evaluations. In return, you will enhance your leadership and engagement capabilities, gain a comprehensive understanding of departmental operations, explore various policy domains, and interact with senior leaders, including members of the Executive Team and Ministers.
We encourage applications from candidates of diverse backgrounds, particularly those from ethnic minority groups and other underrepresented communities, as we strive to improve our representation and effectiveness in serving the public.
Key Responsibilities
The roles and responsibilities include:
- Developing the Department's strategic framework, assisting colleagues in advancing the Deputy Prime Minister's ambitious goals while identifying opportunities, gaps, and risks associated with these initiatives;
- Contributing to the department's extensive legislative agenda, collaborating closely with Bill Teams to ensure successful legislative outcomes, promptly escalating any delivery risks, and managing relationships with the Parliamentary Business and Legislation Secretariat and other governmental entities;
- Assisting in the department's preparations for fiscal assessments, particularly the forthcoming Spending Review, by supporting the creation of a robust evidence base to inform decision-making.
Candidate Profile
The successful candidates will possess:
- Strong strategic thinking capabilities, with an understanding of how departmental activities align with broader governmental missions;
- Excellent communication skills, enabling the establishment and maintenance of effective working relationships across the department and with external stakeholders;
- Proficiency in drafting high-quality documents;
- The ability to operate efficiently under pressure, delivering superior outputs within tight deadlines and adapting to changes as necessary;
- A genuine interest or background in legislative processes;
- Robust project management skills, capable of handling multiple tasks while meeting parliamentary timelines;
- Political insight and the ability to build trust swiftly.
Benefits
In addition to a competitive salary of £32,178, the Ministry of Housing, Communities and Local Government contributes £8,688 towards your membership in the Civil Service Defined Benefit Pension scheme. Additional benefits include:
- Tailored learning and development opportunities;
- Flexible working arrangements;
- A culture that promotes inclusion and diversity;
- An employer contribution averaging 27%.
