The Initiative:

Our client has embraced an ambitious Business Plan aimed at achieving LASTING TRANSFORMATION, which includes a significant increase in Capital Investment (CAPEX) during the upcoming investment cycle. A key element of this plan is a dedicated new Programme where Mace will serve as the delivery partner over a five-year period, managing approximately £1Bn. As part of this partnership model, a PMO / Project Controls function will be established to specifically oversee the management and monitoring of the programme, ensuring optimal outcomes by applying best practices in programme management office methodologies from both our parent organization and the client's supply chain. You will design and implement effective PMO and project controls frameworks and strategies for assigned projects. You will facilitate best-in-class service delivery and engage effectively with industry and professional organizations to enhance Mace's reputation. You will develop your expertise in PMO and project controls while expanding your internal and external network (including clients, contractors, consultancies, and other stakeholders). You will provide comprehensive support in all aspects of PMO and project controls performance for assigned projects. You will manage day-to-day operations related to PMO and project controls for assigned projects. You will deliver a variety of PMO and project controls services to designated projects within the PMO and planning centre of excellence. You will build strong professional relationships with clients and their representatives. You will offer sound technical guidance and support to project teams in administering the PMO and project controls processes, particularly concerning cost, schedule, change, and risk management. You will contribute to regular reporting and structured governance and performance meetings. You will oversee the development and management of project baselines (scope, time, cost, risk, assumptions) and monitor delivery performance, changes, and contingencies. You will track the development of project quantitative risk analyses (cost and time). You will collaborate with the PMO director and/or project manager to address actions, identify opportunities, and mitigate risks and issues. You will ensure that activities are conducted in accordance with Mace's control centre, client requirements, and applicable legislation. You will support junior PMO and project controls staff and other project personnel as needed. You will work collaboratively to integrate project controls with PMO and planning disciplines. You will contribute to achieving net-zero carbon transition goals and share responsibility for identifying and managing associated carbon emissions and reductions during project delivery.

You will lead project teams in administering the PMO and project controls processes, particularly regarding cost, schedule, change, risk, and reporting. You will assist senior PMO stakeholders in shaping long-term strategies for a function or Business Unit (BU), fostering a sustainable business future. You will assist the HUB PMO and project controls director with resource allocation and recruitment for the assigned project.

Qualifications:

Experience in managing complex construction projects and major consultancy assignments. Proven track record in delivering effective PMO and project controls services, assurance frameworks, and strategies. Familiarity with PMO and project controls tools, techniques, and software (e.g., MS Office, Power BI, Aconex, Primavera P6, RiskHive). Strong communication and engagement skills. Proficient networking abilities. Capability to create and deliver compelling presentations to clients. Understanding of the construction/delivery lifecycle. Experience in PMO and project controls service delivery across various sectors (e.g., rail, highways, nuclear, public sector, healthcare). Excellent interpersonal skills and the ability to build effective working relationships. Ability to collaborate with and influence stakeholders. Proven ability to convey complex information and ideas to non-technical audiences. Attention to detail. Exhibit Mace Behaviours (Curious, Collaborators, Contributors, Champions) with good compliance and maturity. Demonstrated commercial acumen. Strong communication and engagement skills. Ability to establish high-performing teams. Capacity to manage challenging behaviours and relationships while achieving positive outcomes. Resilience in challenging situations, with the ability to adapt and remain pragmatic. Up to 5 years of experience or equivalent in delivering a range of PMO and project controls services within the construction sector and/or management consultancy. APM Planning and Project Controls (PPC) Foundation and Practitioner certification.

Additional Qualifications:

Membership in RICS, CIOB, APM, ICE, or equivalent professional development. Extensive experience in the successful delivery phase of projects and programmes in the infrastructure/utility sector. Deep expertise in property or infrastructure project management. Strong commercial and financial acumen. Leadership experience managing large, diverse teams. Experience in managing relationships with key senior stakeholders. Awareness of how carbon and sustainability considerations will influence project outcomes. General knowledge and practical experience with data analytics, Power BI, and other reporting tools. Basic understanding of risk management tools and software (e.g., Primavera Risk Analyser, @risk, Active Risk Manager). Ability to create and deliver persuasive presentations to clients. Relevant university degree (e.g., construction, engineering) or equivalent qualifications. Progress towards achieving Chartered status (or equivalent) and/or membership in a relevant professional institution, such as the Association of Project Managers.
