Job Summary:

The Commonwealth of Virginia seeks a highly skilled Capital Outlay Program Manager to provide project management and administration services for capital outlay, maintenance reserve, and non-capital construction projects at assigned community colleges.

Key Responsibilities:

  • Provide comprehensive project management services for capital outlay and construction projects, ensuring timely and within-budget completion.
  • Develop and administer contracts for architectural and engineering design, construction management, and project administration.
  • Manage and maintain accurate records of project costs, timelines, and progress.
  • Collaborate with cross-functional teams to ensure alignment with departmental goals and objectives.
  • Ensure compliance with building codes, environmental regulations, and other relevant laws and policies.

Requirements:

  • Substantial knowledge and experience in capital outlay and construction project management.
  • Extensive knowledge of contract administration, cost accounting, and project management software.
  • Excellent organizational, communication, and customer service skills.
  • Ability to manage multiple projects simultaneously and meet deadlines.
  • Experience working in a higher education and/or government agency environment.
  • Certification as a VCCO or ability to gain certification within six months.
  • Valid Virginia Driver's License.

Preferred Qualifications:

  • Familiarity with the Commonwealth of Virginia's Construction and Professional Services Manual.
  • Experience administering a state capital outlay program.
  • Professional registration as an Architect or Professional Engineer.
