The Power & Utilities (P&U) division is the largest segment within IAG, serving major clients in the sector, including all UK utilities and some of the largest energy and water firms in Europe and beyond. We provide extensive strategic and technical guidance on business planning, regulatory finance, corporate finance, and regulatory policy, among other areas, to help clients enhance value for shareholders and customers alike. Our work integrates policy, finance, economics, and strategy to assist clients in structuring investments, securing financing, and supporting regulatory frameworks that benefit customers while maximizing shareholder value. Our P&U practice is organized into seven areas: Finance, Projects, Strategy, Regulation, Low Carbon, Transactions, and Benchmarking, and has experienced continuous double-digit growth over the past decade. We are seeking high-caliber candidates to bolster our growth and expand our existing and new service lines, building on the achievements of the Group.

The Role

As a key player in the leading provider of regulatory, financial, and economic consultancy services in the P&U sector, your role will be to uphold and enhance this position. This involves deepening our market presence with existing services and innovating new offerings for clients.

The Regulatory Finance Director will provide strategic leadership to the Regulatory Finance team, collaborating closely with other Directors and Partners in P&U to spearhead client engagements and drive business development initiatives.

You will advise on high-profile and diverse projects, including finance strategies for utilities optimized under relevant regulatory frameworks, cost of capital estimations, sophisticated risk analyses, CMA appeals across regulated sectors, financeability assessments, investment appraisals, impact assessments, financial modeling, and the design of regulatory financial mechanisms.

Key Responsibilities
  • Provide senior leadership to a regulatory finance team of approximately 10 professionals while contributing to other teams focused on the P&U sector;
  • Participate in the management of the Infrastructure Power & Utilities business as part of the senior leadership group;
  • Establish and maintain strong client relationships, becoming the primary contact for regulatory finance matters and market opportunities;
  • Lead client engagements for both public and private sector projects on a daily basis;
  • Collaborate with internal teams, client project teams, and other professional advisors;
  • Produce, review, and oversee the development of high-quality outputs, including expert reports, options appraisals, financial models, asset pricing analyses, risk modeling, financeability assessments, and client presentations;
  • Maintain a robust technical understanding of key sectors, particularly energy and water, as well as developments in regulatory and corporate finance, regulatory policy, and commercial structures;
  • Ensure compliance with KPMG's quality and risk management standards;
  • Oversee performance management, coaching, and mentoring of team members;
  • Serve as a role model for staff and uphold the firm's values;
  • Develop sector-specific market intelligence;
  • Perform additional duties commensurate with the seniority of the role.
Candidate Profile

Skills, Qualifications, and Experience
  • Extensive experience in regulatory finance, with a preference for corporate finance experience, ideally within the water and energy sectors;
  • Strong theoretical and practical knowledge of financial economics, including key corporate finance areas;
  • Proficient in financial analysis using core corporate finance techniques and methodologies;
  • Understanding of how changing market conditions can affect returns and financial positions;
  • Solid grasp of scenario modeling and quantifying financial risks and impacts on financial viability, with practical implementation skills;
  • Familiarity with core credit rating agency methodologies for utilities and typical capital structures and financing solutions in the sector;
  • Experience in investment appraisal, development of financial models, and analysis of hurdle rates;
  • General understanding of energy policy and economic regulation;
  • A proven track record in professional services, including team leadership and delivering advisory services;
  • Comfortable managing staff and stakeholders across diverse disciplines, including economics, finance, legal, and engineering;
  • Insight into key value drivers in utilities, including policy, regulation, financing, investments, and markets;
  • Confident and experienced in client-facing roles;
  • A proactive attitude with a strong desire to succeed, including experience in identifying and pursuing opportunities;
