The Management Recruitment Group is seeking a seasoned professional to fill the position of Interim Head of Treasury and Investment for a local authority in London.

Key Responsibilities

  • Provide strategic leadership to the treasury and investment team, driving the development of an investment and acquisition strategy that aligns with the organization's goals.
  • Offer expert advice to the Council's treasury investment and debt portfolios, ensuring compliance with relevant regulations and best practices.
  • Provide financial and treasury guidance to stakeholders, fostering a culture of transparency and accountability.
  • Oversee the delivery of treasury management operations, ensuring adherence to the CIPFA Code of Practice for Treasury Management in Local Authorities.
  • Lead the formulation and implementation of the Council's investment strategy, driving growth and returns while minimizing risk.
  • Oversee year-end processes, ensuring compliance with statutory requirements and maintaining the highest standards of financial management.
  • Review and update the Council's treasury management policies, ensuring they remain relevant and effective.

Requirements

  • Full membership of a professional finance and accounting body, such as ICAEW, ACCA, CIPFA, or ICAS.
  • Proven experience leading treasury and investment teams, ideally within local government or the wider public sector.
  • Expertise in treasury management practices and CIPFA-recommended strategies.
  • Understanding of the Local Government Act 1972, Section 151, and its implications for treasury management.
  • Experience delivering investment strategies across large investment portfolios, driving growth and returns.
  • Proven track record in a similar position, demonstrating leadership and expertise in treasury and investment management.
