Position Overview
Fife Council is seeking a seasoned professional to take on the role of Lead Officer within the Employability division, part of the Place Directorate. This position emphasizes the leadership of teams responsible for the delivery of Foundation and Modern Apprenticeships funded by SDS, alongside the development of work-based skills academies tailored to meet local and employer demands.
Key Responsibilities
The successful candidate will engage in a variety of tasks that may shift daily, necessitating outstanding organizational capabilities and adaptability. Core responsibilities include:
- Establishing, modifying, and overseeing Service Level Agreements while fostering effective working practices to guarantee service delivery.
- Directing specific operational areas of the team daily, under the guidance of the Service Manager, including the oversight of other personnel.
- Innovating and executing new initiatives within the service, ensuring effective collaboration across various portfolio areas to consistently provide high-quality, user-centered services.
- Assisting the Service Manager in the effective organization and execution of both statutory and non-statutory standards to meet the team's and service's overall objectives.
- Collaborating closely with fellow Lead Officers and Team Managers to leverage skills and experiences that align with service needs, ensuring effective delivery.
- Leading and managing teams to support operational service outcomes at a regional level, while facilitating discussions with other services and external partners. This includes focusing on key outcomes and milestones related to the Employability Service, Opportunities Fife Partnership, Fife's Economic Strategy, and other local initiatives.
Candidate Profile
The role of Lead Officer for Employability is both challenging and fulfilling, providing an opportunity to drive positive change for service users and significantly impact those facing employment barriers.
Interested candidates should meet the essential qualifications outlined in the Role Profile:
- A minimum of SCQF level 8 education, including a HND or equivalent, or substantial relevant experience in a similar setting.
- Strong IT, literacy, numeracy, and budget management skills.
- Demonstrated ability to collaborate effectively with internal teams and key external stakeholders.
- Membership in the PVG scheme, covering vulnerable adults and children.
- Proven capability to lead the collection and analysis of Performance Indicators and data, monitoring team operations to identify trends and inform future resource planning and service delivery priorities.
- Familiarity with Employability funding commissioning processes and bid submissions is advantageous.
