Key Responsibilities:

Deliver a comprehensive homelessness prevention service on behalf of the Council, offering a full spectrum of housing advice and options in both private and public sectors, in compliance with the Homelessness Reduction Act 2017.

Conduct thorough investigations into all homelessness applications, adhering to legislation and statutory guidance, and make informed decisions in cases where homelessness cannot be averted.

Ensure the Council's obligations to proactively prevent and alleviate homelessness are met effectively, collaborating with stakeholders to identify individuals at risk of homelessness at an early stage.

Main Duties Include:

  • Engaging with clients referred by the Housing Options Team who are homeless or at risk of homelessness within 56 days, working proactively to prevent homelessness by developing, updating, and reviewing Personalised Housing Plans.
  • Exploring solutions to housing challenges through home visits and collaboration with social workers and other professionals to achieve effective resolutions.
  • Providing expert guidance and support to individuals facing housing difficulties, particularly those in the private rental sector, and taking necessary actions to avert homelessness.
  • Investigating and resolving disputes between landlords and tenants, negotiating and mediating where possible, while ensuring all parties understand their rights and responsibilities.
  • In cases where homelessness cannot be prevented, conducting investigations into applicants' housing situations to determine the Council's obligations for providing temporary accommodation.
  • Preparing necessary documentation for homeless and priority need clients and coordinating with the Temporary Accommodation Team for placements.
  • Effectively liaising with external agencies, including landlords, solicitors, and benefit organizations.
  • Managing a personal caseload, maintaining accurate and detailed casework records, and ensuring all relevant entries are made in the Homelessness computer system (Locata) for statistical reporting.
  • Collaborating with representatives from local statutory, voluntary, and commercial organizations to maximize support and cooperation, and representing the Council at meetings as required.

Qualifications and Skills Required:

  • Experience in providing support to the homeless, offering information and advice both in person and in writing.
  • Background in social housing or homelessness services.
  • Proficiency in conducting interviews, investigations, and negotiations, with casework responsibilities.
  • Solid understanding of relevant legislation.
  • Customer service-oriented approach to service delivery.
  • Effective communication skills with customers, colleagues, and external parties, both in writing and verbally.
  • Adept at extracting information through interviewing techniques.
  • Possession of a driving license and access to a vehicle for work-related purposes.
