Role Overview:
The successful candidate will provide essential support to the Deputy Head and Head of Procurement, facilitating engagement with stakeholders and ensuring service delivery across the Procurement Collaborative Portfolio.

Key Responsibilities:
1. Ensure compliance with all relevant legislation and procurement policies.
2. Provide senior management guidance to ensure adherence to procurement standards.
3. Identify and maximize cost-saving opportunities through collaborative procurement initiatives.
4. Manage the introduction of alternative products to enhance standardization and rationalization.
5. Conduct thorough market research to maintain knowledge of commodities and supply markets.
6. Lead the tender process, ensuring all documentation is prepared in compliance with regulations.
7. Analyze and evaluate tender bids, presenting clear recommendations to stakeholders.
8. Maintain accurate records of all procurement activities to ensure transparency.
9. Assist in performance audits against departmental policies.

Strategic Contributions:
1. Collaborate with internal teams to identify procurement projects and develop annual work plans.
2. Contribute to the development of a 5-year Procurement and Logistics strategy focused on continuous improvement.
3. Engage in contract negotiations, employing strategic methodologies to achieve optimal outcomes.
4. Identify and manage key risk areas effectively.
5. Participate in collaborative initiatives at various levels.

Project Management:
1. Lead a portfolio of medical and surgical projects, ensuring alignment with departmental objectives.
2. Design structured project plans with defined timelines and communication strategies.
3. Foster strong relationships with internal stakeholders to understand project roles.
4. Develop benchmarks for price, quality, and efficiency through ongoing audits.

Essential Qualifications:
1. Experience in a Procurement team.
2. Strong background in Medical/Clinical procurement.
3. Proficiency in Procurement and Contract Management.
4. Familiarity with Microsoft Office or equivalent tools.
5. Proven experience in negotiating complex contracts.
6. Knowledge of best practices in Procurement and supply chain management.
7. Understanding of current issues within the NHS.

Desirable Qualifications:
1. Experience in Public Sector or NHS procurement.
2. Familiarity with e-commerce platforms.
3. At least 2 years of staff management experience.
4. Knowledge of contract law and OJEU procurement processes.
5. Demonstrable achievements in procurement-related management roles.
