Overview of the Position:
The European Bank for Reconstruction and Development (EBRD) is on the lookout for a distinguished security expert to take on the role of Principal, Regional Security Manager for Sub-Saharan Africa (SSA). This crucial position entails the protection of the Bank's operations, assets, and personnel throughout a diverse and evolving region, which encompasses Kenya, Ghana, Benin, Nigeria, Côte d'Ivoire, and Senegal. As the Regional Security Manager, you will play a vital role in ensuring the safety and security of both local and expatriate staff, as well as visitors to the area.
Core Responsibilities:
Strategic Security Oversight: Formulate and execute a thorough security operational framework for the SSA region, ensuring it aligns with EBRD's global security protocols. Crisis Management: Develop and uphold comprehensive emergency response strategies that cater to potential security threats, natural calamities, and deteriorating safety conditions. Ensure these strategies are relevant, practiced, and fully compliant with Bank standards. Facility and Residential Safety: Supervise the physical and technical security of EBRD facilities and staff accommodations, ensuring adherence to EBRD and United Nations (UN) standards. This includes managing outsourced security personnel and third-party security firms. Travel Security Management: Ensure that all business travel within the SSA region complies with EBRD and UN Department of Safety and Security (UNDSS) operational guidelines, maintaining strict travel controls. Training and Capacity Building: Partner with the Headquarters team to deliver impactful security training initiatives for EBRD personnel and consultants, ensuring that all training is relevant, effective, and budget-conscious. Intelligence Gathering and Risk Assessment: Continuously assess security threats, conduct risk evaluations, and provide timely updates and reports to staff and management. Develop country-specific security risk assessments in collaboration with the Headquarters Security Analyst. Networking and Collaboration: Build and sustain strong working relationships with local and regional stakeholders, including Embassies, UNDSS, law enforcement, and security agencies, to enhance intelligence sharing and response capabilities.Qualifications & Experience:
Professional Experience: Demonstrated experience as a security professional with a significant background in law enforcement, military, or security services, particularly in high-risk or unstable environments. Leadership Qualities: Proven leadership abilities with the capacity to manage in high-pressure situations, instilling confidence and credibility in challenging contexts. Operational Knowledge: Extensive experience in designing and implementing security and emergency protocols, including Executive Protection for Senior Management and VIPs. Project Management Skills: Strong project management capabilities with the ability to oversee intricate security operations. Language Proficiency: Fluent in English (both written and spoken); knowledge of French is a plus but not mandatory. Training Experience: Proven experience in delivering structured training programs to diverse audiences. Educational Background: A recognized security qualification is essential; additional safety certifications are advantageous.
