Job Title: Compliance and Transport Manager

We are seeking an experienced Transport Compliance Manager to lead the transport operation of Swain Group Business Units. The successful candidate will be responsible for ensuring the overall performance and compliance of the operation.

Key Responsibilities:
  1. Transport Compliance: Ensure all front-line vehicles required for service delivery are safe, compliant, and available daily by efficiently managing third-party repairs and maintenance/service contracts for the fleet.
  2. Fleet Management: Advise and instruct staff on Fleet compliance, including:
    1. Managing O Licence compliance
    2. Monitoring OCRS scores and encounter reports
    3. Addressing non-compliance issues
    4. Ensuring drivers comply with Domestic Driving Rules
    5. Conducting regular checks on drivers' log books
    6. Support transport managers with issuing warnings for driving infringements and managing training updates
  3. Accident Reporting: Report motor accidents promptly, oversee accurate and timely accident reports with supporting evidence, and implement improvement measures.
  4. Fleet Compliance Issues: Address fleet compliance issues for Contract vehicles and drivers, including bi-annual vocational driving licence checks.
  5. Vehicle Defect Reporting: Oversee an effective vehicle defect reporting system, ensuring drivers perform daily checks, notify the relevant third-party service partner, and close out issues timely as per the R&M agreement.
  6. Planned Preventative Maintenance: Ensure Planned Preventative Maintenance aligns with statutory and manufacturer's requirements, coordinating with relevant departments and third-party contractors as necessary.
  7. Fuel Management: Monitor external maintenance contracts, ensuring vehicle presentation for PMIs and MOTs.
  8. Staff Training: Ensure staff are fully trained, arranging refresher training as needed, particularly for driver CPC requirements.
  9. Reporting: Report all Fleet Compliance matters as required under the Contract.
  10. Third-Party Management: Manage third-party vehicle lease/hire arrangements, ensuring timely fulfillment of contractual terms.
  11. Contingency Planning: Assist in developing and implementing contingency plans.
  12. Compliance Implementation: Manage compliance implementation, overseeing the Transport Coordinator's role.
  13. Health and Safety: Ensure staff understand and adhere to health and safety duties, cooperate, report unsafe conditions, and comply with Company management systems and safe work procedures.
About You:

We are looking for a candidate with:

  1. Previous experience in managing a transport operation of at least 250 vehicles
  2. Experience of team building and leadership
  3. Understanding of budgetary requirements
  4. Proven experience in dealing with employee relations issues
  5. Proven experience in managing 3rd party contractors
  6. Fleet Manager CPC - International
  7. Relevant H&S qualification
Desirable Requirements:

We would prefer a candidate with:

  1. Previous experience of any of the following systems:
    1. Tachomaster
    2. Webfleet
    3. Jaama
  2. Previous experience of managing FORS audits and processes
  3. Relevant transport qualification
