Main Responsibilities
  • Manage end-to-end service delivery as a Commission Manager, taking responsibility for ensuring client objectives are met.
  • Deliver an effective cost management service, meeting client expectations.
Key Accountabilities
  • Coach junior staff, allocating roles and responsibilities to ensure effective cost management on all projects.
  • Advise clients on feasibility studies and procurement options.
  • Manage estimating and cost planning stages, presenting the final cost plan to the client.
  • Tender and procure, managing the pre-qualification stage, producing the tender list, and compiling contractual documents.
  • Conduct contract administration, dealing with post-contract cost variances and change control processes.
  • Take personal responsibility for peer reviewing cost allowances and conducting valuations on larger projects.
  • Produce monthly post-contract cost reports and present them to the client.
  • Negotiate and agree final accounts.
  • Interface with clients, project managers, and other consultants at all project stages.
  • Collaborate with Turner & Townsend's project management team during project delivery.
  • Lead a cost management team, ensuring they deliver on all accountabilities.
  • Utilize digital cost management tools and services, including The Hive, Benchmarking App, CostX, Market Rates App, eTender Platform, and Cost Control App.
  • Implement Embodied Carbon Calculator, a carbon accounting tool, to produce carbon footprint reports.
  • Support the execution of our NewLeaf strategy.
  • Manage internal fees, job costing, and resourcing requirements.
Marketing and Business Development
  • Identify opportunities to develop new business with existing clients and report to the line manager.
  • Develop and maintain a professional network of peers and potential clients.
  • Lead bid submissions.
  • Improve cost management procedures, templates, and products.
  • Participate in extracurricular activities, including external groups and networking events.
Internal Management Accountabilities
  • Knowledge management - ensure key information and learning are input into the Turner & Townsend internal database.
  • Process improvement - identify ways to improve internal systems and processes and refer ideas to the line manager.
  • Lead in the support, development, and mentorship of junior staff members.
  • Manage projects on D365.
Reporting

A Senior Cost Manager will report to an Associate Director, Project Director, or Director, depending on the context.

Key Performance Indicators
  • Commissions are managed to the right quality standards and completed efficiently and on time.
  • Service delivery on commissions is in line with the conditions of appointment.
  • Good relationships are developed with clients and members of the cross-functional team.
  • The candidate works as an effective member of the cost management team.
  • Opportunities are identified to develop new business with existing clients.
  • Margins are kept track of on all commissions.
  • Key information and data are effectively cascaded and retained.

Qualifications
  • Minimum BSc in Quantity Surveying or similar.
  • Demonstrable experience delivering cost management services in healthcare or the life sciences sector.
  • Full membership or working towards RICS (MRICS), ACostE, or equivalent professional qualification.
  • Practical knowledge of NEC forms of contract would be beneficial.
