Carrington West is collaborating with a local authority client in Essex to find a highly skilled Principal Planner to facilitate the execution of high-quality and well-structured significant Nationally Significant Infrastructure Projects (NSIPs).
This role requires an experienced planner to engage with a diverse array of applications, including solar farms, wind farms, and road crossings, all of which play a crucial role in enhancing sustainable energy supply and connectivity.
To excel in this position, candidates must possess extensive planning experience, demonstrate exceptional organizational skills, and have strong negotiation capabilities. Previous experience working with developers, agents, and consultants on large-scale projects is essential. A genuine interest in promoting sustainable development and creating a lasting legacy, social value, and community benefits from NSIPs and major initiatives is also required.
The successful candidate will be responsible for leading the engagement to generate corporate responses during the Development Consent Order stage for various infrastructure proposals.
Key responsibilities include:
- Maximizing the Council's influence to shape and secure developer infrastructure contributions for strategic and complex Development Consent Orders.
- Collaborating closely with the Senior Leadership Team and external agencies to align positions during negotiations with developers and applicants.
- Conducting technical and professional analysis, negotiation, and assessment of the most complex and controversial development proposals, providing sound evidence-based recommendations and decisions.
- Representing the Council on financial and infrastructure matters to lead negotiations on intricate DCO proposal applications, supporting strategic planning initiatives by developers and their consultants.
- Working collaboratively with key stakeholders to advance planning control matters and provide guidance on planning issues to ensure thorough appraisal and evaluation of DCOs.
Candidates must hold MRTPI qualification, and knowledge of NSIPs and DCOs would be highly beneficial. Strong negotiation skills and excellent stakeholder management experience are crucial.
Our client offers hybrid working arrangements, requiring onsite presence only for essential meetings. A RTPI accredited Planning Degree or equivalent qualification, along with experience in a similar role, would be advantageous.
