Job Overview
This is a remarkable opportunity within the MaPS (Money and People Systems) People Programme team at the UK Health Security Agency.
As the Lead Programme Manager, you will report directly to the Deputy Director and play a crucial role in the MaPS Programme Team. The primary focus of the team is to fulfill the People Promise through the efficient implementation and sustained utilization of Oracle Fusion HR capabilities.
In this position, you will oversee a defined array of interconnected projects and the related business transformation activities, which are typically of moderate complexity. Your responsibilities will include ensuring the successful realization of desired outcomes and benefits, establishing suitable governance and assurance frameworks, managing resources, tracking progress, addressing risks and issues, and guaranteeing organizational readiness for change.
This role may be eligible for a Market Pay Supplement (MPS).
Location:
This position will be based in a flexible working environment, allowing for a hybrid model where business needs permit.
The UK Health Security Agency promotes a hybrid working approach, enabling greater flexibility in how and where we operate to maximize workforce effectiveness. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours in the office, which is approximately three days a week on a pro-rata basis, averaged over a month. For specific roles, additional flexibility may be negotiated with the hiring manager based on individual circumstances and business requirements.

Key Responsibilities
The successful candidate will be responsible for the following:
- Exhibit visible and effective leadership, fostering commitment to a shared vision and a cohesive team environment.
- Assist the programme team in consistently delivering high-quality outputs and coordinating specialized contributions.
- Formulate a clear vision and standards, advocating for the adoption of best practice methodologies, tools, and processes.
- Champion the transformation agenda, ensuring that designs and implementations engage stakeholders effectively and deliver user-centric, comprehensive solutions that encompass both on and off-system process design and change management strategies.
- Manage the project Benefits Realisation Plan, including overseeing change control processes.
- Communicate and assure the organization that anticipated benefits are robust and achievable.
- Collaborate with key stakeholders to identify and mitigate risks, issues, and delays while engaging with senior leadership.
- Oversee the creation and maintenance of the programme delivery roadmap and critical path to track progress across multiple workstreams.
- Ensure that relevant governance requirements are identified, managed, and planned for appropriately.
- Deliver programme reporting that meets the needs of various stakeholders.
- Make informed recommendations regarding the allocation of financial and resource investments across the programme to optimize value.
- Supervise the negotiation, approval, and execution of supplier agreements.
- Conduct regular reviews of contractual performance to ensure vendor compliance and implement improvement strategies as necessary.
- Ensure that change management, communication, and successful adoption are integral to the delivery process.
- Actively participate in the UKHSA Project Delivery Profession Community.

- Extensive knowledge and experience in managing complex programmes and teams.

Desirable Criteria:
- Experience in delivering HR-related programmes.
- Familiarity with delivering technical and cloud-based solutions, particularly related to Oracle Fusion.

- Knowledge of Programme Management Methodologies supported by professional qualifications such as PRINCE2, Managing Successful Programmes, P3O, APM Project Management Qualification, or PMI Project Management Professional.
