Position Overview
The NHS Wales Shared Services Partnership (NWSSP) oversees the comprehensive Procure to Pay process for all Health Boards, Trusts, and SHA's across Wales. An opportunity has emerged for a Lead Category Strategist within the Medical Sourcing division.
This role presents a remarkable chance to advance your procurement career within a vibrant, challenging, and high-stakes environment. Candidates should exhibit proficiency in commercial skills, negotiation tactics, and relationship management with both internal and external stakeholders.
To excel in this position, the ideal candidate will possess a mindset geared towards continuous improvement, adaptability to shifting priorities, resilience, and a proven history of delivering innovative service enhancement solutions. The ability to manage a demanding workload efficiently while ensuring compliance with policies and procedures to meet strategic and operational objectives is essential.
While experience in this specific category is preferred, it is not mandatory, as comprehensive training will be provided on the job. Skills in procurement and commercial practices are transferable.
The organization acknowledges the challenges in attracting high-caliber candidates and operates from multiple locations across Wales. Although the preferred base would be Woodland House, Cardiff, the role offers agile working arrangements. The successful candidate will be required to work in the office 2 to 3 days per week after an initial induction period, with discussions regarding this arrangement to be held with the selected candidate.
Key Responsibilities
- Assist in aligning the team's understanding with the strategic objectives of all NHS Wales organizations as part of the Integrated Medium-Term Plan (IMTP).
- Support the leadership of the Assistant Head of National Sourcing in executing a National Sourcing category strategy for Medical Devices.
- Collaborate with the team to formulate and implement a thorough and updated sourcing plan aimed at fulfilling prioritized customer requirements and generating savings from non-pay budgets.
- Utilize commercial insight and skills to navigate a complex and evolving environment within NHS Wales.
- Employ innovative and strategic thinking to foster continuous service improvement initiatives, challenging outdated practices when necessary to ensure the adoption of best practices that enhance the efficiency and effectiveness of the National Medical Sourcing Team.
- Oversee the operational management and performance monitoring of the entire Procurement team in accordance with departmental Key Performance Indicators (KPIs). Assist the Assistant Head in addressing FOI and Audit and Assurance inquiries.
Proficiency in the Welsh language is desirable for this position; applications from both English and/or Welsh speakers are encouraged.

Qualifications and Experience
- A postgraduate qualification or demonstrable equivalent experience in a relevant field.
- Proven knowledge and experience in Project Management.
- Specialized understanding of contract law and EU legislation to support public procurement.
- Familiarity with business benefits related to the implementation of strategies, including e-tendering, auctions, and catalogue management.
- Knowledge of Health Board Procurement processes and procedures.
- Awareness of NHS and government policies, along with the political and economic context in which healthcare is delivered.
- Understanding of the roles and functions of NHS Health Boards, Health Authorities, and Local Government.
Desirable Skills
- Knowledge of best practices, benchmarking, and performance measurement techniques.
- Familiarity with e-business systems.
- Strong understanding of strategic and operational procurement management.
- Holding or working towards ECDL certification.
- MCIPS accreditation.
