Senior Traffic Engineering Consultant

Are you an innovative and results-driven professional in the field of Highways Engineering and Transport Planning? Tetra Tech is seeking a talented individual to enhance our collaboration with Hertfordshire County Council (HCC) through our Development Management Implementation (DMI) Service.

HCC has entrusted Tetra Tech, in conjunction with our esteemed partners Jacobs and Tony Gee and Partners, with a long-term Professional Services Contract (PSC) for Highways and Transport Professional Services. This contract emphasizes a strong partnership within the Council's unified Highways 'One Service'. Tetra Tech is at the forefront of delivering the DMI Service, supported by a dedicated team of approximately 20 professionals.

We are looking for an experienced Highways Engineer or Transport Planner at either Senior or Principal Consultant level to take on a leadership role within the DMI Team. This position is crucial and presents an exciting opportunity to manage a team while delivering high-quality technical outputs to both internal and external stakeholders.

The successful candidate will have the flexibility to adopt a hybrid working model, although it is anticipated that they will spend at least two days per week at the HCC highways office and travel for site visits and meetings as necessary.

Key Responsibilities:

  • Extensive experience in highway design, preferably with local authorities, though experience with private sector developers is also valuable.
  • Expertise in providing professional and technical guidance on highways Section 278 and Section 38 Agreement works, including the preparation and review of developer proposals and specifications for adopted highways.
  • Proven ability in project management, with desirable experience in staff management.
  • Development of work programmes, cost estimates, and budget oversight for highway projects.
  • Review of developers' method statements and traffic management strategies.
  • Conducting road safety audits at all relevant stages of projects.
  • Performing site inspections during and after construction, including the preparation of remedial work and liaising with developers.
  • Evaluation of Transport Assessments and other transport-related documents submitted with planning applications.
  • Offering pre-application advice to developers regarding Transport and Highways matters.

Preferred Qualifications:

  • Degree or Master's in a relevant field such as civil engineering or transport planning.
  • Professional accreditation, such as MICE or CIHT.
