Senior Quantity Surveyor

Job Overview:

Linear Recruitment Ltd is seeking a highly skilled Senior Quantity Surveyor to join our team and provide essential commercial support. The ideal candidate will play a key role in maintaining commercial information, ensuring compliance with contractual requirements, and contributing to the achievement of the Company's objectives.

The Senior Quantity Surveyor will work closely with customer representatives and other stakeholders, handling various commercial issues, including agreement of variations, claims, and additional payments.

Key Responsibilities:
  • Commercial Reporting: Ensure robust, accurate, and timely cost and value reporting at project and business unit levels.
  • Cash Flow Management: Maintain accurate cash flow reporting.
  • Cost Management: Perform cost management activities, including forecasting.
  • Commercial Performance: Update monthly CVRs, cost and commercial plans, and take accountability for commercial performance and strategy.
Processes:
  • Commercial Process Adherence: Ensure adherence to commercial processes across the business unit.
  • Process Enhancement: Proactively seek enhancements in processes and procedures.
  • JV/Alliance Relationships: Develop a deep understanding of processes and procedures within any JV/Alliance relationships and contribute to their enhancement.
External Relationships:
  • Contract Review: Verify that main contracts have suitable terms and conditions for the company, highlighting commercial risks.
  • Supply Chain Management: Engage the supply chain with appropriate contract terms.
  • Client Relationships: Cultivate strong client relationships and oversee subcontract letting, negotiation, and financial aspects.
Internal Relationships:
  • Team Management: Efficiently manage the commercial team, including cost clerks and support staff.
  • Collaboration: Ensure effective collaboration between the commercial team and operational site teams.
  • Mentorship: Provide guidance and mentorship to Quantity Surveyors.
Key Measures & Targets:
  • Forecasting Accuracy: Accurate monthly forecasting.
  • Resource Management: Ability to challenge resources and costs.
  • Deadlines: Adherence to deadlines as per the monthly commercial calendar.
Key Relationships:
  • Commercial Team: Commercial Manager/Managing Quantity Surveyor and other commercial team members.
  • Business Development: Business Development and Bid Managers.
Person Specification:

Essential Criteria:
  • Qualifications: Hold an HND/degree in Quantity Surveying or equivalent.
  • Experience: Possess prior experience in the civil engineering sector.
  • Contract Knowledge: Familiarity with ICE/NEC forms of contract (NEC3 or NEC4) and knowledge of current Construction Law.
  • Commercial Management: Extensive experience in commercial management and subcontractor procurement, including meeting chairing, measurement and control cycles, certifications, and accruals calculations.
  • Reporting: Demonstrable knowledge of monthly reporting and earned value analysis.
  • Teamwork: Strong team player with the ability to work independently.
  • Time Management: Exceptional time management skills with a focus on meeting deadlines.
  • Mentorship: Capacity to motivate and assist junior members of the Commercial Team.
  • Industry Experience: Experience in working for Contractors, with Water experience preferred, capable of handling substantial data for open book contract forms.
Desirable Criteria:
  • Professional Membership: Membership in RICS or other relevant professional bodies, or working towards certification.
  • CSCS Card: Possession of a CSCS card.
